Performance Work Statement For

C25_DoS_Armenian Airlift

1. Background:

The 39 Contracting Squadron is procuring the services identified below on behalf of the United States Department of State in support of the Armenian Ministry of Defense. Previous iterations of this requirement have been awarded under Contract: FA568525P0002 and Contract:

FA568524P0024.

2. Scope/Objectives:

The contractor will be responsible for providing Air Charter services and Ground Transportation services for uniformed Armenian military personnel in support of two missions. Overall objective of this support is to enable the Armenian military’s participation in two NATO partnership exercises/missions.

3. Tasks:

a. The contractor will provide Air Charter services (to include catered meals) for Kosovo

Force (KFOR) Mission Readiness Exercise:

i. Charter flight from Yerevan, Armenia to Nuremberg, Germany to accommodate

68 passengers (PAX) to include personal gear, radios with lithium batteries, and personal luggage (maximum 32kg, 250cm x 79cm x 112cm). Loading and unloading of all equipment is to be performed by the contractor.

ii. Charter flight from Nuremberg, Germany to Yerevan, Armenia to accommodate 68 passengers (PAX) to include personal gear, radios with lithium batteries, and personal luggage (maximum 32kg, 250cm x 79cm x 112cm). Loading and unloading of all equipment is to be performed by the contractor.

b. The contractor will provide Ground Transportation services for Kosovo Force (KFOR) Mission Readiness Exercise:

i. Ground Transportation of 68 passengers with their personal gear and personal luggage (maximum 32kg, 250cm x 79cm x 112cm) from Nuremberg airport to JMRC Hohenfels Training Area on a date to be coordinated with the POC identified in section 5 of this Performance Work Statement.

ii. Ground Transportation of 68 passengers with their personal gear and personal luggage (maximum 32kg, 250cm x 79cm x 112cm) from JMRC Hohenfels Training Area to Nuremberg airport to on a date to be coordinated with the POC identified in section 5 of this Performance Work Statement.

3. Passenger/Cargo Details:

a. Passengers will citizens of the Republic of Armenia, and travel in military uniform.

b. Passengers will travel utilizing tourist passports and be on military travel orders.

c. No civilian or military assistance will be provided for the handling of cargo at any locations.

d. The contractor will be required to coordinate flight clearances for the transport of military personnel.

e. Radios containing lithium batteries will be included in the cargo. The contractor is responsible for ensuring compliance with any applicable dangerous goods regulations.

4. Place of Performance

Services will locations include Yerevan Airport, Armenia; Nuremberg Airport, Germany; and JMRC Hohenfels Training Area, Germany.

5. Period of Performance

The period of performance shall be:

For Air Charter Services Zvartnots International Airport to Nuremberg Airport: 29 or 30 May

For Air Charter Services from Nuremberg Airport to Zvartnots International Airport: 20 or 21 June 2025

Bus transportation from Nuremberg airport to Hohenfels training area and back (between 29 May 2025 - 21 June 2025, dates will be finalized upon award)

6. Security/Clearance Requirements

a. Contractor personnel security clearance will be accomplished by the Armenian Ministry of Defense for access to any Ministry of Defense property.

b. Security clearance will be coordinated through the Office of Defense Cooperation by emailing: nanijanyhl@state.gov

c. No diplomatic or other USG clearances will be provided.

d. No provisions will be made for NATO or duty-free customs clearance.

7. Special Considerations:

a. Passengers will not be exempt from any applicable taxes.

b. Charter services will not be exempt from landing fees.

c. The customs status for all cargo will be: temporary export/import.

d. Transportation routes must only pass through countries that maintain diplomatic relations with Armenia. Contractor must provide route details to the Armenian MoD for approval.

e. Contractor must have experience in the transportation of military personnel and cargo for

NATO Member States.
