3. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.
Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.
4. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) with solicitation number FA568525QC003.
5. The contractor shall provide air charter services and ground transportation in accordance with the attached Performance Work Statement. The following table contains the description of requirements for the Contract Line Item Numbers (CLIN) items to be acquired and the date and place of the period of performance.

6. Addendum to FAR Provision 52.212-1, Instructions to Offerors – Commercial Items (Sep 2023) applies to this acquisition and the following addendum applies:
The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.
Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”
Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”

7. The provision at FAR 52.212-2, Evaluation – Commercial Items and addendum applies to this acquisition.
(a) The Government will award a single contract resulting from this RFQ to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Best value determination will be based on a Lowest Price Technically Acceptable approach. The following factors shall be used to evaluate quotes:

(b) The quote shall be clear, concise, and shall include sufficient detail for effective evaluation of the Quoter’s capabilities and for substantiating the validity of stated claims. The quote shall not simply rephrase, reiterate, or restate the Government’s own language, but rather shall provide rationale describing how it intends to fulfill the requirement. Provide, as specifically as possible, the actual methodology to be used for accomplishing and satisfying the requirements.
The Quoter shall assume that the Government has no prior knowledge of its capabilities, facilities and experience, and will base the evaluation on the information submitted in the quote.
(c) Responses shall be limited to 10 pages. Total page count will be based on the printed proposal submission. If page limitation is exceeded, excess pages will not be read nor considered in the evaluation of the proposal. A page is defined as each face of an 8.5 x 11-inch sheet of paper containing information. All information except for document numbers, page number, etc., shall be provided in an image area with no less than one inch in margin. Two page may be printed back-to-back on one sheet of paper. However, this will be considered two (2) pages for the purpose of page count. The pricing information will not be counted as a page for the technical factor.
(d) The evaluation process shall proceed as follows
1. Technical Factor: Quoter shall provide a sufficiently detailed technical approach to perform the air charter services as specified within the Performance Work Statement (Reference Atch 1).
2. Evaluation Standard: A technically acceptable rating is met when the quoter provides a sufficiently detailed technical approach that clearly demonstrates the ability to perform the air charter services as specified in the Performance Work Statement.
(e) The government’s technical evaluation team shall evaluate the technical approach on an
“Acceptable” or “Unacceptable” basis, assigning one of the ratings described below for the above technical factor. If the technical factor is evaluated as “Unacceptable” that will render the entire quote unacceptable and, therefore, un-awardable. Only those quotes determined to be technically acceptable will be considered for award.

8. FAR Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items and Commercial Services (May 2024) applies to this acquisition.

9. The provisions at FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment applies to this acquisition. 10. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Nov 2023), applies to this acquisition with the following Addendum: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

11. The clause at FAR 52.232-18, Availability of Funds -- Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
