Q1) Section 3(a) - The contractor will provide Air Charter services (to include catered meals). Are there any requirements for the meals provided?
ANSWER: No special requirements Q2) Section 3(a)(i,ii) and 3(b)(i,ii) - Charter flight from Yerevan, Armenia to Nuremberg, Germany to accommodate 68 passengers (PAX) to include personal gear...
Q2a) Please advise dims/weight of personal gear or at minimum max payload for all 68 pax personal gear ANSWER: maximum 32kg personal military gear + 23kg checked in luggage with personal non-military belongings + 8kg hand luggage per person. This is preferable, but can be limited up to one 32kg piece + 8kg hand luggage as initially announced.
Q2b) Noted on dims/weight of personal luggage - personal luggage (maximum 32kg, 250cm x 79cm x 112cm).
ANSWER: military gear includes but not limited to body amour, helmet, uniform etc. No restricted items. But may require special registration and arrangements in Germany upon arrival and departure. Contractor has to check and arrange with German authorities. The complete list will be provided one week in advance.
Q3) Section 3(a) - Passengers will citizens of the Republic of Armenia, and travel in military uniform.
Please advise if any of the pax will be carrying weapons on their person during travel
ANSWER: No weapons.
Q4) Section 3(e) - Radios containing lithium batteries will be included in the cargo. The contractor is responsible for ensuring compliance with any applicable dangerous goods regulations
Q4a) Please provide MSDS or sample DGD for all included batteries ANSWER: Not available Q4b) How many Lithium batteries will be included ANSWER: Total 20
Q5b1) Confirm all batteries be packed in equipment (no spares/solo batteries in cargo) ANSWER: Battery for handheld radios, no special packing Q4b2) What is the capacity of the batteries in Ah or Wh?
ANSWER: Battery capacity 7Ah
Q4c) Will the packages containing batteries be properly packaged and labeled per IATA regulations by the MIL prior to pick up or should we include Hazmat packaging/labeling in our pricing ANSWER: No. HAZMAT packaging/labeling will need to be accounted for by the contractor.
Q4d) Please confirm no additional Hazmat will be included in the cargo or personnel gear/baggage ANSWER: No additional Hazmat.
Q5) Section 3(b) - Passengers will travel utilizing tourist passports and be on military travel orders.
Armenians need a visa to enter Germany. As they are travelling on their tourist passports, are they holding Schengen visas or any other documentation to enter the country?
ANSWER: All will have Schengen visas

Q6) Section 6(a) - Contractor personnel security clearance o Who will be required to obtain a security clearance from a contractor perspective?
o ANSWER: Contractor and subcontractors (Air carrier, bus company etc) must be cleared with Armenian MoD. MoD has special restrictions for the companies and their personnel, like origin, registration state, experience etc.
Q7) Section 7(c) - The customs status for all cargo will be: temporary export/import.
Q7a) Is it the preference of the Government that the cargo be moved on an ATA Carnet?
ANSWER: No, Contractor has to arrange with Germany authorities if special requirements are needed.
Q8) Can we provide charter service from Yerevan to Frankfurt and back, and the bus service accordingly from Frankfurt International Airport to Hohenfels and back or Nuremberg International Airport is obligatory?
ANSWER: Possible, if on the same dates. Contractors are reminded that submitting multiple offers is allowed if there are viable alternative approaches.
Q9) On page 2 of the MEMORANDUM FOR ALL PROSPECTIVE OFFERORS in the table in rows 3 and 4 the same service is described: bus transportation from Nuremberg Airport to Hohenfels. Does it mean there are two separate bus transfers needed on the same dates?
ANSWER: We need transfer of 68 PAX from airport to base on the same day.
Q10) Could you please confirm whether avoiding Turkish airspace is a strict requirement or a preference? Can we offer both options?
ANSWER: Armenian MoD doesn’t allow it military personnel and property enter the territory or air space of a country with no diplomatic relations during such missions.
Q11) We would appreciate more detailed information regarding the batteries to be transported— specifically the number of units per passenger, watt-hour ratings, and battery type.
ANSWER: total 20. See Q4 for additional details.
Q12) For the bus transfer, could you please provide the full address of the destination? Additionally, we have not received any further details regarding the return transfer—can you kindly confirm if the same number of passengers will be travelling back from Hohenfels to Nuremberg Airport?
ANSWER: St2234, 92366 JMRC Hohenfels, Germany. Gate 5. And Yes, the same number of passengers will be traveling back.
