About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is conducting market research for air ambulance transportation services to support VA beneficiaries in Big Spring and Amarillo, Texas. This Sources Sought Notice seeks to identify qualified contractors capable of providing Advanced Life Support (ALS) and critical care transportation services under an Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed price contract structure. The VA is specifically looking for businesses operating under NAICS code 621910 (Ambulance Services) with a size standard of $22.5 million to determine appropriate acquisition strategies and potential set-aside opportunities. Interested businesses must complete the attached Sources Sought Questionnaire and submit electronic responses to Contracting Officer Astrid McKinney at astrid.mckinney@va.gov with the subject line "36C25725R0067, Sources Sought Notice Response." The response deadline is July 11, 2025, and this notice is strictly for market research purposes, with any future solicitation to be announced separately on SAM.gov, Contract Opportunities, or GSA E-Buy.
No set-aside designation has been established at this time, as the VA is using this market research to determine whether to implement set-asides for service-disabled veteran-owned, veteran-owned, women-owned, HUBZone, or 8(a) small businesses. No current incumbents or contractors are identified in the notice. The contract structure includes a minimum guaranteed amount of $1,000 per trip, with an estimated volume of 16 one-way trips annually distributed as 13 trips for Amarillo and 3 trips for Big Spring. The proposed base contract period would run from May 12, 2025, to May 11, 2026, though the total contract value is not specified beyond the per-trip minimum guarantee. The relatively low volume of trips suggests this is a specialized service requirement for critical care transportation needs rather than routine medical transport services.
