The program comprises two cohorts, each consisting of six half-day virtual sessions over ten-week periods, with a maximum of 30 participants per cohort, scheduled for September through November 2026 and March through May 2027. The contractor must provide facilitated learning sessions incorporating interactive exercises, real-world scenarios, office hours, subject matter expert speakers, and a dedicated technology platform, along with pre-work resources and comprehensive evaluation reporting. The curriculum focuses on AI Leadership Fundamentals, AI strategy design, governance principles, change management, responsible AI use, and risk mitigation, with participants expected to develop applied use case projects addressing NASA business problems. Qualified vendors must demonstrate proven experience educating federal SES members through partnerships with industry experts such as Microsoft and Google.org, and must comply with OMB Memorandum M-25-22 regarding disclosure and compliance with covered AI systems or services.

Synopsis:

NASA/NSSC has a requirement for AI Government Leadership Program, Virtual instructor-led training (vILT). 

NASA/NSSC intends to issue a sole source contract to PARTNERSHIP FOR PUBLIC SERVICE INC 600 14TH ST NW STE 600 Washington, District Of Columbia 20005-2028, United States under the authority of FAR 13.106-1(b)(1)(i). It has been determined that PARTNERSHIP FOR PUBLIC SERVICE INC is the sole provider of AI Government Leadership Program, Virtual instructor-led training (vILT).

NASA/NSSC will be the procuring center for this effort.  Performance will be located at NASA/ Select Center.

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12 p.m. Central Standard Time on 3/30/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
