The vendor must demonstrate proven experience educating federal SES members and equivalent through initiatives that facilitate engagement with industry experts such as Microsoft and Google.org. The program covers AI Leadership Fundamentals, AI strategy design, AI governance principles, change management, responsible AI use, risk mitigation, and development of a multi-faceted leadership approach integrating emotional intelligence and agile thinking. The statement includes requirements regarding disclosure of AI technology use during contract performance and compliance with OMB memorandum M-25-22 regarding covered AI systems or services.

Statement of Work AI Government Leadership Program

Employee Training

1. Objective/Requirements The Office of the Chief Human Capital Officer is requesting external Employee Training sessions be procured and internally hosted for NASA Senior Leaders. The AI Government Leadership Program (AI GLP) is a proprietary program developed and exclusively delivered by Partnership for Public Service, designed specifically for federal senior executives and not available through any other provider. The program includes vendor-owned curriculum, case studies, and instructional methodology that cannot be replicated or substituted without significant duplication of cost and schedule impact. The objective of the AI Government Leadership Program (AI GLP) is to educate agency decision-makers on the opportunities around AI, highlight best practices for how to make the case for and develop AI solutions, and prepare leaders to incorporate AI technology into their strategies and equip their workforce. No other vendor provides an equivalent program tailored to federal AI governance, OMB M-25-22 compliance, and executive-level implementation within NASA mission environments.

2. Characteristics, Scope, and Specs AI Government Leadership Program (AI GLP) Deliverables for this task include:

a. Delivery of six (2 total) half-day virtual sessions (three hours each) presented over a period of ten weeks (max. 30 participants) NASA

GS 15s or SES leaders.

b. Must be able to showcase experience educating/developing federal

Senior Executive Service (SES) members and equivalent. AI GLP connects senior leaders with industry experts (i.e. Microsoft and

Google.org) to better understand artificial intelligence (AI) and develop leadership skills required to implement emerging technologies across government. A demonstrated proven track record of educating federal SES and equivalent through initiatives that facilitate engagement with industry experts is crucial.

c. Facilitated learning sessions incorporating interactive exercises and real-world scenarios.

d. Provide two 1-hour facilitator office hours available to the cohort.

e. Provide pre-work and resources (articles, videos, etc.).

f. Provide spotlight speakers for sessions with expertise on that day’s topic.

g. Providing the technology platform (i.e. TEAMS, Zoom, etc.) as well as a dedicated technical producer to manage and resolve technical issues during course delivery.

h. Provide guidelines that include a template and examples for an applied use case project for each Senior Level participant. It is required to be an actionable roadmap to solving a NASA business problem with AI and the program facilitator must assist in development.

i. Providing support with program information (topics, logistics, etc.)

for communications to prospective participants, their supervisors and other stakeholders.

j. Provide a course agenda

k. Administer evaluations at the conclusion of each session and at program conclusion

l. Providing a daily and final attendance report.

Characteristics

a. An understanding of AI Leadership Fundamentals, including its strengths and pitfalls. Relate mission outcomes to AI opportunities and establish an AI community of practice among NASA senior leaders.

b. Learn how to design an AI strategy by reviewing the components of a successful method and exploring how AI can be used to further the agency’s mission.

c. Establish AI Governance by exploring its principles.

d. Designed to meet participants at varying levels of experience and leverage group dynamics for learning.

Scope

a. Participants will Identify effective approaches of leading change and managing risk in building an AI ready culture.

b. Participants will consider how AI could transform government processes.

c. The program will develop a multi-faceted leadership approach, integrating emotional intelligence, agile thinking, and a connection-focused mindset.

d. Leaders will compare and reflect on AI governance structures and learn how to develop guiding processes for them as well.

e. The program will establish principles for the responsible use of AI and clarify AI’s risks and the role participants have in mitigating those risks.

4. Period of Performance (PoP) – Dates of delivery are flexible and dependent on both internal NASA and external vendor availability. PoP -

August 17, 2026 – June 04, 2027.

1) Use of Artificial Intelligence (AI) During Contract Performance (SEP 2025) which requires contractors to disclose the use of AI technologies at any time during the fulfillment of the contract. This requirement statement must be included in all contracts (including orders); and

2) Artificial Intelligence (AI) Acquisitions (SEP 2025) which provides additional contractor requirements when the contract is acquiring covered AI systems or services as defined by OMB memo M-25-22.
