About this opportunity
The Naval Medical Research Command intends to award a sole-source service contract to Agilent Technologies for maintenance of an Agilent ICP-MS instrument system at Naval Medical Research Unit–Dayton, with a response deadline of June 10, 2026. This is a commercial item acquisition under FAR Part 12, not a competitive solicitation, though the government states it will consider all responses. The requirement covers four proprietary components: SPS 4 Autosampler, MS40 with AV Platinum, Agilent 7900 ICP-MS, and PSC 6106T Chiller with software updates. The service plan must include parts, labor, overtime, travel, and at least one preventative maintenance per year. The government intends a 12-month base contract plus four 1-year option periods on a firm fixed price basis. The contracting officer has determined that an OEM service plan is the only viable option because the system is proprietary and complex; third-party work would void manufacturer warranties, prevent software updates, and create maintenance problems. The statutory exception is 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1). All responding contractors must be registered in SAM with a valid UEI. Contact the Contracting Officers in the Material Management Department at usn.detrick.nmrc.mbx.mmdcontracts@health.mil. NAICS 811210; PSC J066.
