About this opportunity

The Transportation Security Administration has awarded a sole-source contract to Agilent Technologies Inc. for a one-year CrossLab Silver preventative maintenance agreement for an Agilent Gas Chromatography Mass Spectrometer (GC/MS) 5975 Turbo system, valued at $14,967.60.

The justification cites FAR 13.501 (simplified acquisition procedures) and rests on Agilent being the sole authorized provider capable of maintaining the equipment as the original equipment manufacturer. Agilent possesses exclusive access to proprietary software, diagnostic tools, service documentation, and certified technician expertise. Market research conducted in January–February 2026 determined that third-party vendors cannot adequately service the equipment; past experiences with alternative vendors (Full Spectrum and Cen-Med Enterprises) resulted in delayed maintenance, incorrect parts, and inadequate technical knowledge. The equipment is mission-critical for developing Canine Explosive Training Aids supporting the TSA National Explosives Detection Canine Team Program. The service agreement covers unlimited telephone support, all repairs by Agilent-certified engineers, travel costs, labor, certified replacement parts, consumables, an annual preventative maintenance visit, and Agilent's service guarantee. Performance period is September 11, 2026 through September 10, 2027. Place of performance is the Chemistry & Explosives Branch facility in Atlantic City, New Jersey. Award was issued July 29, 2026.

Notice text

The TSA CEB has a requirement to procure an Agilent CrossLab Silver preventative maintenance agreement for the Agilent Gas Chromatography Mass Spectrometer (GC/MS) Single Quad system with no headspace. This is a necessary requirement to ensure proper operations of the CEB analytical lab equipment which is used for mission-critical research and analysis of Canine Explosive Training Aids (CETA) which are utilized by canine teams in the TSA National Explosives Detection Canine Team Program (NEDCTP) for mission-critical training and mission readiness. Based on past experience, Agilent Technologies is the only qualified vendor. As the OEM, they have readily available replacement parts; they use the same OEM parts to replace faulty parts; and their technicians Agilent-certified which makes them the only qualified, with equipment software.

Awarded contract GS-07F-0564X to unknown vendor for unknown amount on 2026-07-29.
