SAP Single Source Justification Summary
This document is a Single Source Justification under FAR 13.501 for a simplified acquisition by the Transportation Security Administration (TSA). The TSA is procuring a one-year Agilent CrossLab Silver preventative maintenance agreement for an Agilent Gas Chromatography Mass Spectrometer (GC/MS) 5975 Turbo system located at the Chemistry & Explosives Branch facility in Atlantic City, New Jersey. The procurement is valued at $14,967.60 with a performance period of September 11, 2026 through September 10, 2027, issued as a Firm Fixed-Price Contract to Agilent Technologies Inc., located at 2850 Centerville Road, Wilmington, Delaware 19808.
The service agreement covers unlimited telephone support, all repairs performed by Agilent-certified engineers, travel costs, labor, certified replacement parts, consumables, an annual preventative maintenance visit, and Agilent's service guarantee. The justification for single source procurement is based on Agilent being the sole authorized provider capable of maintaining this equipment, as they are the original equipment manufacturer with exclusive access to proprietary software, diagnostic tools, service documentation, and certified technician expertise. The TSA conducted market research in January-February 2026 and determined that third-party vendors cannot adequately service the equipment. Past experiences with alternative vendors (Full Spectrum and Cen-Med Enterprises) resulted in delayed maintenance, incorrect parts, and inadequate technical knowledge. The equipment is mission-critical for developing Canine Explosive Training Aids supporting the TSA National Explosives Detection Canine Team Program. Contracting Officer Melany Pollock and Program Manager Chan Heng approved the justification.

Appendix B SAP Single Source Justification FAR 13.501
SAP Single Source Justification
SECTION I: Introduction The Transportation Security Administration (TSA) Requirements and Capabilities Analysis (RCA) Chemistry & Explosives Branch (CEB) and Contracting and Procurement propose to solicit and issue a purchase order based on soliciting only one source. (FAR 13.106-1 (b)(2))
The procurement request number is PR267573B042 and the Contracting and Procurement’s tracking number is JA-'2026'-01-1370.
This acquisition is conducted under FAR Part 13, Simplified Acquisition Procedures.
SECTION II: Description of Action Being Approved
The TSA CEB has a requirement to procure an Agilent CrossLab Silver preventative maintenance agreement for the Agilent Gas Chromatography Mass Spectrometer (GC/MS) Single Quad system with no headspace. This is a necessary requirement to ensure proper operations of the CEB analytical lab equipment which is used for mission-critical research and analysis of Canine Explosive Training Aids (CETA) which are utilized by canine teams in the TSA National Explosives Detection Canine Team Program (NEDCTP) for mission-critical training and mission readiness.
(a) Contractor Name: Agilent Technologies Inc.
2850 Centerville Road Wilmington DE, 19808
(b) Type of action: Firm Fixed-Price Contract
(c) Amount: $14,967.60
(d) Period of Performance: 09/11/2026-09/10/2027
(e) Agilent Technologies, Inc. is the sole authorized provider of preventative maintenance and calibration services for their Agilent GC/MS Single Quad System, which contains Agilent proprietary software and parts that only they can provide and Agilent certified engineers who provide this service. As the original equipment manufacturer, Agilent holds exclusive rights to their service documentation, diagnostic tools, and parts.
Maintenance by unauthorized third parties may not meet standards or preserve warranty compliance and instrument accuracy.
SECTION III: Description of Supplies or Services Equipment to be covered in this CrossLab Silver Plan is below:
Agilent GC/MS 5975 Turbo (SYS-GM-5975T-E)
The service agreement will cover the entire system and include:
• Unlimited telephone support, hardware/software
• All Repairs Performed by Agilent Certified Engineers
• Travel to the CEB facility in Atlantic City, NJ
• Labor
• Agilent Certified Parts required for repairs
• Consumables used during repairs
• Annual preventative maintenance visit
• Consumables used during preventive maintenance
• Agilent service guarantee
The Agilent CrossLab Silver GC/MS Single Quad maintenance plan is for one 12-month base year for and estimated value of $14,967.60. and only offered on an annual basis due to the age of the instrument. This service plan ensures continuous maintenance of the equipment, minimizing operational disruptions and supporting the critical mission of explosive detection canine training and mission readiness.
SECTION IV: Identification of the Single Source Justification
FAR 13.106-1(b) X Only one source is capable of responding due to the unique or specialized nature of the work.
Brand Name Only. Note: if using “brand name”, clearly explain why brand name or equal is not viable solution.
An urgent and compelling need exists and soliciting more than one vendor would result in unacceptable delays.
A licensing agreement is required as a part of this purchase order, which is available from only one source.
SECTION V: Description of Rationale The Agilent GC/MS Single Quad System plays a key role in the development of CETA through its sensitivity and selective detection capabilities, providing highly accurate results to support NEDCTP’s core training missions.
Because the instrument and its parts are unique to Agilent Technologies as the original equipment manufacturer (OEM) of the Agilent GC/MS Single Quad System, only Agilent-certified engineers can perform the CrossLab Silver annual preventative maintenance service. The specific detection system, equipped with proprietary technical components, reflects the company's decades of research and development of the system. Their components and software are exclusive to Agilent Technologies. Any deviation from using certified service providers could jeopardize its operation readiness, accuracy, and instrument reliability, potentially compromising the validity of lab results and CETA material quality. This could directly impact TSA’s ability to meet operational timelines and explosive detection standards. Therefore, continued support through Agilent’s CrossLab Silver company-certified maintenance services is necessary to sustain the performance, accuracy, and compliance of this mission-critical equipment.
Based on past experience, Agilent Technologies is the only qualified vendor. As the OEM, they have readily available replacement parts; they use the same OEM parts to replace faulty parts; and their technicians Agilent-certified which makes them the most qualified, with equipment software. CEB has contracted with other vendors in the past, including Full Spectrum (2015-2020) and Cen-Med Enterprises (2020-2025); however, CEB chemists were dissatisfied with the services of both companies during their respective terms. The representatives from each company were not Agilent-certified for the respective equipment they were maintaining, as required; maintenance work was often delayed because the technicians did not have or brought the correct parts, and CEB chemists oftentimes had to provide them with instructions on how to fix the various problems (e.g. on how to operate equipment software).
SECTION VI: Contracting Officer’s Determination that the Order Represents the Best Value
Based on the market research conducted by the TSA, Agilent Technologies offers the best value to the government.
They meet all technical requirements and will provide favorable maintenance and service. Additionally, they have a proven record of reliable performance with maintaining all of CEB’s Agilent equipment. They are responsive to service calls, prompt with visits and bring the proper tools, parts, service certification and expertise to perform the work. Having Agilent Technologies provides the CrossLab Silver maintenance plan represents the best value to the government, considering their technical compliance, delivery, and past performance.
SECTION VII: Market Research Description
TSA conducted market research in January-February 2026 to identify vendors capable of providing the required maintenance service for the Agilent Gas Chromatography Mass Spectrometer (GC/MS) Single Quad system with no headspace. TSA identified Agilent Technologies as the only qualified vendor. They are the original equipment manufacturer and sole authorized provider for preventative maintenance services for their branded equipment. These services require the use of proprietary tools, software, procedures, and documentation that are only accessible to Agilent personnel. Using non-authorized third-party vendors may result in inaccurate maintenance that can possibly damage the equipment and invalidation of equipment performance and warranty protections. Past experiences with non-Agilent service representatives such as Full Spectrum and Cen-Med Enterprises yielded unsatisfactory maintenance, which has caused delays in fulfilling mission operations that ultimately led to delays in delivery of training aids to field canines.
