About this opportunity
The Air Force Cryptologic Office issued a Commercial Solutions Opening (CSO FA7037-21-S-C001) seeking innovative commercial technologies and services in electromagnetic warfare, information operations, electromagnetic digital communications, and multi-domain innovation, with a response deadline of September 30, 2027.
The solicitation uses a two-phase competitive process. Phase I requires submission of a one-page Quad Chart and two-page maximum white paper describing the proposed technology, technical approach, benefits, Technology Readiness Level assessment, milestones, and funding request; Phase I submissions may be submitted at any time prior to the closing date and are evaluated on technical merit and applicability, importance to AFCO mission, and fund availability using peer or scientific review. Selected Phase I offerors will be invited to submit Phase II full proposals within 30 calendar days of invitation, including a technical proposal (maximum 10 pages), detailed pricing proposal, and Statement of Work (3–5 pages).
Funding ranges from $50,000 to $50,000,000 over 1–5 years of performance. The Government intends for proposed projects to demonstrate field capability within one year and supports open architecture approaches including SOSA, OMS/UCI, and containerization. Only Firm Fixed Price or Fixed Price Incentive contract types are permitted. Awards will be issued as contracts or other transactions under 10 U.S.C. 2371b.
Offerors must be SAM-registered, deemed responsible contractors with satisfactory performance records and, if performing classified work, must possess necessary security clearances without reliance on Government resources. The Government reserves the right to fund all, some, one, or none of the proposals submitted and may fund only portions of proposals subject to availability.
