About this opportunity
The Air Force Research Laboratory seeks twelve Magicard Prima 8 Duo dual-sided retransfer card printers, twelve matching inline dual-sided laminators, consumables, and cleaning kits for its Visual Indicator System credential production, with quotations due October 23 at 12:00 PM ET. This is a 100% small business set-aside under NAICS 326199 (All Other Plastics Product Manufacturing), structured as an RFQ for commercial items under FAR Part 12. The procurement incorporates a brand-name justification for Magicard equipment as sole source, reflecting mission-critical integration with existing tamper-evident lamination processes and AFRL badging software.
Place of performance is Wright-Patterson Air Force Base, Ohio. Delivery is FOB Destination within 90 days of award to Steven Harris, AFRL/DCS, Building 15, 1864 4th Street, Wright-Patterson AFB, OH 45433. The requirement replaces Magicard 300 series printers that have reached end-of-life and end-of-engineering-support status after five years, resolving premature printhead damage caused by direct thermal contact with embedded RFIC microchips in proximity cards.
Required deliverables include 24 matched sets of full-color YMCK dye ribbon and retransfer film, 24 rolls of OVD Generic Snowflake holographic tamper-evident lamination film, and 12 manufacturer-certified cleaning kits. All equipment must be brand new, current-production models with active manufacturer support and standard commercial warranties. Equipment must sustain minimum throughput of 100 full-color cards per hour, deliver 300 DPI resolution with true edge-to-edge printing on CR80 PVC and RFID proximity cards (10–40 mil thickness), and provide plug-and-play compatibility with Windows OS and existing Magicard-compatible badging software.
Award is made to the responsible offeror whose quotation is lowest price technically acceptable (LPTA), with price as primary factor and technical acceptability as secondary. Offerors must submit warranty requirements and documentation and specify quote validity period. FAR 52.225-5 (Trade Agreements) applies; the nonmanufacturer rule does not apply. No CMMC, NIST SP 800-171, or SPRS assessment requirements apply. Submit quotations by email to Mike Hornberger at michael.hornberger.1@us.af.mil.
