About this file
This is a Questions and Answers document for solicitation COMBO-AFRL-RMZB-2027-0001, an Air Force Research Laboratory (AFRL) Headquarters AVIS Tech Refresh acquisition issued on 13 October 2026. The document addresses five key clarifications regarding delivery logistics, product specifications, compliance requirements, security assessments, and scope of work.
Deliveries must be made to AFRL/DCS, Attn: Steven Harris, 1864 4th Street, Building 15, Wright-Patterson AFB, OH 45433. The acquisition requires only Magicard Prima 8 Duo products; form-fit-function equivalents are not acceptable. FAR 52.225-5 (Trade Agreements) applies to this acquisition, which falls under the $350,000 simplified acquisition threshold, meaning the nonmanufacturer rule does not apply and bidders are not required to provide manufacturer authorization or authorized-reseller documentation. Since this is a Commercial Off the Shelf (COTS) purchase, no CMMC, NIST SP 800-171, or SPRS assessment requirements apply. The requirement is strictly for supply and delivery with no vendor support required beyond the standard manufacturer warranty; the Government will handle all installation and configuration.

Solicitation: COMBO-AFRL-RMZB-2027-0001 AFRL HQ AVIS Tech Refresh
Q&A Document 13 October 2026
1. Question: The RFQ lists 1864 4th Street, Building 15, Attn: Steven Harris; the MRD lists 2241 Avionics Circle, Building 620, Attn: Merle Cox. Which ship-to address and receiving contact govern?
Answer: Deliveries will be made to:
AFRL/DCS
(Attn: Steven Harris) 1864 4th Street Building 15 Wright-Patterson AFB, OH 45433
2. Question: The MRD permits exact form-fit-function equivalents but also requires the Magicard Prima product family. Are only Magicard Prima 8 Duo products acceptable, or may equivalent products be offered?
Answer: Only Magicard Prima 8 Duo products acceptable; the “form-fit-function equivalents” has been removed from the MRD.
3. Question: Which nonmanufacturer-rule, limitations-on-subcontracting, Buy American and DFARS country-of-origin provisions apply to this acquisition? Is an applicable nonmanufacturer waiver in place, and what manufacturer/origin evidence must a reseller provide?
Answer: FAR 52.225-5 (Trade Agreements) applies to this acquisition. Since this is under the $350,000 SAT, the nonmanufacturer-rule does not apply. Bidders are not required to provide manufacturer authorization or authorized-reseller documentation.
4. Security: Please identify the applicable CMMC, NIST assessment and contractor-information-system requirements, including any required level or assessment at quotation or award, and any delivery-site access requirements.
Answer: Since this is a Commercial Off the Shelf (COTS) purchase, no CMMC, NIST SP 800-171 or SPRS assessment requirements apply.
5. Question: Is the requirement delivery only, with Government installation/configuration, or must the vendor install, configure or demonstrate the equipment? If vendor work is required, please confirm the scope and acceptance criteria.
Answer: This is strictly for supply and delivery. No support is required beyond the standard manufacturer warranty.
