About this file
This document is a Justification for an Exception to Fair Opportunity or to Use Brand-Name Restriction under Federal Acquisition Regulation (FAR) 16.507-7.
The Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base, Ohio, seeks to procure Magicard Prima dye-sublimation retransfer printers and associated consumables for the AFRL Visual Indicator System (AVIS) program. This is an individual firm-fixed-price acquisition with an expiration date of December 31, 2026, under contracting activity AFRL/RMZB (Purchase Request F4FBAM6253A001). The estimated total cost is redacted. The requirement involves replacing 300 obsolete Magicard printers that have surpassed their operational lifespan and are no longer supported by the original equipment manufacturer. The systems must deliver a minimum sustained production throughput of 100 full-color cards per hour, provide true edge-to-edge printing on CR80 PVC and contactless RFID/proximity cards ranging from 10 to 40 mil in thickness, and support AFRL's existing tamper-evident security overlays and laminates. The equipment directly supports national defense operational readiness by enabling continuous, high-volume production of secure, tamper-resistant credentials for cleared AFRL personnel to access classified facilities across geographically dispersed operating locations without requiring recurring Defense Information System for Security (DISS) visit requests.
The justification asserts that Magicard is the sole manufacturer capable of meeting these requirements due to proprietary software compatibility, specific hardware architecture, and proven reliability necessary to avoid substantial mission risk, extensive personnel retraining, software re-engineering, and costly reconfiguration of validated tamper-evident lamination processes. The Contracting Officer has determined the anticipated cost represents fair and reasonable commercial pricing and will be validated against historical government procurements, GSA Federal Supply Schedule contracts, and equivalent equipment prior to award. AFRL will conduct comprehensive market research to evaluate alternative dye-sublimation retransfer printer manufacturers and emerging commercial credentialing solutions before any future technological refresh cycle, with a cost-benefit and risk analysis to determine the feasibility of transitioning to alternative hardware architectures.
