About this file

This document is a Justification for an Exception to Fair Opportunity or Use of Brand-Name Restriction filed by the Air Force Research Laboratory (AFRL) in May 2026.

AFRL/RMZB seeks to procure Magicard Prima dye-sublimation retransfer (reverse-transfer) secure credential printers and associated consumables for the Visual Indicator System (AVIS) program. The estimated total acquisition value is redacted, and this is an individual determination expiring December 31, 2026. The procurement supports a firm-fixed-price technology refresh for AVIS, requiring current-production Magicard-brand systems, original equipment manufacturer consumables, and lifecycle technical support. The required systems must deliver a minimum sustained production throughput of 100 full-color cards per hour, provide true edge-to-edge printing on CR80 PVC and contactless RFID/proximity cards (10-40 mil thickness), and support AFRL's existing tamper-evident security overlays and laminates. This equipment directly supports national defense operational readiness by enabling continuous, high-volume production of secure, tamper-resistant credentials that grant cleared AFRL personnel reciprocal access to classified facilities across geographically separated operating locations without requiring Defense Information System for Security visits.

The justification argues that Magicard is the sole source capable of meeting requirements due to proprietary software compatibility, proven hardware architecture, and existing integration with AFRL's issuance system. The incumbent Magicard 300 printer fleet, originally fielded five years ago, has surpassed its operational lifespan and is no longer manufactured or supported. Transitioning to alternative platforms would introduce unacceptable mission risk, require extensive personnel retraining, necessitate software re-engineering, and involve costly reconfiguration of validated tamper-evident processes. The Contracting Officer anticipates fair and reasonable pricing based on commercial rates, with proposed costs to be validated against historical government purchases and GSA contracts. Prior to the next scheduled refresh cycle, AFRL will conduct comprehensive formal market research to evaluate alternative dye-sublimation manufacturers and emerging credentialing solutions. The Program Manager certified on September 17, 2026, and the Contracting Officer approved the justification on October 1, 2026.
