About this opportunity
The Department of the Air Force intends to solicit four specialized, heavy-duty modular electronic repair workbench systems for delivery and on-site installation at Spangdahlem Air Base, Germany, with a capability statement submission deadline of July 28, 2026. This is a Brand Name or Equal acquisition with LISTA as the target brand; the Government welcomes technically equivalent alternatives that meet stringent salient characteristics but will not accept aesthetic equivalents where core parameters are at issue.
Place of performance is Spangdahlem Air Base, Germany, with vendor-provided shipping, delivery, and installation included as part of the turnkey requirement.
Each workbench must function as a primary diagnostic, troubleshooting, inspection, and repair station for aircraft electrical and electronic components in an aircraft maintenance environment. Work surface dimensions must be a minimum width of 2450mm (maximum 2550mm) and minimum depth of 800mm (maximum 1000mm), with a static load capacity of 200kg at the unsupported center span. The surface material must be industrial-grade dark grey Eletlux or equivalent, ESD-safe compatible, and capable of sustained temperatures up to 350 degrees Fahrenheit with brief exposure to 530 degrees Fahrenheit. Each station includes two integrated base support cabinets with lockable pullout drawers featuring a minimum 60kg dynamic load capacity per drawer in fully extended position. Cabinets must not exceed 580mm in width, provide minimum exterior height of 850mm, and maintain minimum 1300mm unobstructed knee space. Cabinet exterior finish must be RAL 2004 orange or equivalent.
This is a pre-solicitation notice for market research and planning purposes. A formal Request for Quote will be issued at a later date. Interested vendors should submit a brief capability statement addressing dimensional tolerances, load capacities, and electronic drawer access requirements.
Notice text
This Pre-Solicitation Notice is posted in accordance with RFO Part 5.101. The Department of the Air Force intends to issue a solicitation for the procurement of four (4) specialized, heavy-duty modular electronic repair workbench systems. This turnkey requirement includes vendor-provided shipping, delivery, and on-site installation at Spangdahlem Air Base, Germany.
This requirement is being executed as a "Brand Name or Equal" acquisition (Target Brand: LISTA) to meet stringent operational, safety, and spatial tolerances within the existing facility. We highly encourage and welcome submissions from vendors offering alternate "equal" solutions.
To be considered technically acceptable, offerors proposing an "equal" product must demonstrate that their proposed solution meets or exceeds the physical, functional, and performance requirements outlined in the attached Salient Characteristics document. While aesthetic equivalents are acceptable where noted, the Government must adhere strictly to the core physical parameters established in the salient characteristics—specifically dimensions, weight capacity, electronic access control, and ESD/power management. Strict adherence to these minimum thresholds is mandatory to prevent critical operational disruptions, safety hazards, and facility layout impacts.
At this time, the Government is conducting market research to gauge industry capability and interest. Interested vendors who can provide the LISTA brand or a technically equivalent product that meets the attached Salient Characteristics are requested to submit a brief Capability Statement. Submissions should clearly address the vendor's ability to meet the dimensional tolerances, load capacities, and electronic drawer access requirements.
(Please note: This is a pre-solicitation notice for market research and planning purposes only. A formal Request for Quote (RFQ) will be issued at a later date.)
