About this file

This document is a Purchase Description for a Temperature Modulating Valve System procurement for the Albeni Falls Dam in Oldtown, Idaho. The U.S. Army Corps of Engineers requires four digital control panels, four valves with electromechanical actuators, and four temperature sensors to modulate the temperature of hydroelectric generating unit cooling water loops. The system will control river water temperature through modulating valves that can recirculate water or discharge it to the river, with specific technical requirements including 4-inch pipe size, 125 PSI pressure rating, and flow rates between 150-500 GPM.

The contractor will be responsible for supplying the equipment, programming controllers, providing commissioning and training, and delivering spare parts including a spare valve/actuator, temperature probe, and pre-programmed controller. Delivery is required by May 29th, 2025, to the Albeni Falls Dam in Oldtown, ID, with installation to be completed during business hours (Monday-Thursday, 7:00 AM - 4:00 PM). The procurement is currently in a Sources Sought Notice stage, seeking qualified small business firms, with a one-year warranty required for all parts, labor, and workmanship. The solicitation number is W912DW25QA008, issued by the U.S. Army Corps of Engineers Seattle District.

Purchase Description Albeni Falls Dam (AFD) Temperature Modulating Valve System Oldtown, ID

GENERAL INFORMATION: The U.S. Army Corps of Engineers requires four (4) digital control panels, four (4) valves with electromechanical actuators, and four (4) temperature sensors. The system is required to modulate the temperature of a hydroelectric generating unit cooling water loop. The system fluid is river water, used to extract heat from the generating unit through air coolers. The water temperature is controlled by the modulating valve, which either allows water to recirculate in the cooling loop or be discharged to the river.

SPECIFICATIONS: The Temperature Modulating Valve System shall meet or exceed the following minimum salient characteristics:

MODULATING VALVE:

· Pipe Size: 4 inch

· Pressure Rating: 125 PSI

· Fitting/Pressure Class: 125/150

· Flange-to-Flange Dimension: 10 ½”

PRESSURE:

· Typical: 35 – 36 PSI

· Low: 30 PSI

· High: 42 PSI

FLOW RATE (WHOLE SYSTEM):

· Typical: 160 – 220 GPM

· Low: 150 GPM

· High: 350 GPM

· Max: 500 GPM (pump rating)

FLOW RATE (TEMP MODULATING LOOP ONLY):

· Typical: 36 – 50 GPM

· Low: 30 GPM

· High: 120 GPM

RIVER WATER TEMPERATURE RANGE:

· Lowest Observed: 26°F (January)

· Highest Observed: 72°F (August)

SCOPE OF WORK:

· Contractor will be responsible for the programming and supply of four (each) digital controllers, valves, electromechanical actuators, and temperature transmitters.

· Contractor will provide commissioning and training.

· Government will install all equipment and any required new electrical circuits/conduits before final programming, commissioning, and training by the contractor.

· Materials for new electrical circuits to power controller is not required.

SYSTEM REQUIREMENTS:

· Controllers must modulate valve position based on return temperature of the water loop.

· Desired cooling temperature range: 68°F – 72°F.

· Contractor will tune and commission the program to verify proper operation.

· Process will be duplicated for the three (3) valve/actuator, sensor, and controller installations on the three (3) hydroelectric generating units.

SPARE PARTS REQUIREMENT: Contractor shall provide:

· (1) Spare valve and actuator combination

· (1) Spare temperature probe

· (1) Spare pre-programmed controller compatible with any of the three installed controllers

ADDITIONAL REQUIREMENTS:

· Valves are normally open on loss of signal.

· Re-use of existing sensor wells is desired.

· Unit One: 1” NPT, bushed to ½” NPT

· Unit Two: 1” NPT, bushed to ½” NPT

· Unit Three: ¾” NPT, bushed to ½” NPT

BYPASS VALVE CONSIDERATION:

· The existing system has a bypass valve on each of the three (3) generating units that remains slightly open to permit water flow past temperature sensors.

· Without this, the modulating valve closes, leading to stagnant water around sensors, delaying temperature adjustments.

SUBMITTALS: Contractor must submit descriptive materials (brochures, illustrations, drawings, data sheets, etc.) to demonstrate compliance with required specifications. Submittals shall include manufacturer’s catalog cut sheets, specification sheets, and warranty information for all components.

OPERATION AND MAINTENANCE MANUALS: Contractor must provide four (4) complete hard copies of the Operation and Maintenance Manual for the temperature modulating valve system. Contractor shall also provide a complete, digital copy of the Operation and Maintenance Manual in PDF format. The manual must include:

· Installation, operation, maintenance, repair, troubleshooting, and warranty information.

· Diagrams listing all system components, part numbers, and a recommended spare parts list.

· Contact details of the contractor, manufacturer, and distributor for spare parts procurement.

· Any standard or general product information that does not apply to the items of the contract must be lined-out. Applicable information to the items provided shall be clearly identified.

WARRANTY:

· Warranty must cover all parts, labor, and workmanship for a minimum of one (1) year.

· Contractor must thoroughly test and validate the entire system before delivery.

ACCEPTANCE OF MATERIALS:

· Materials will be inspected at the delivery point before acceptance.

· Contractor must maintain product condition until the point of acceptance.

· New equipment only; no remanufactured or “gray market” items.

DELIVERY SCHEDULE:

· The successful bidder shall deliver all components to Albeni Falls Dam no later than May 29th, 2025.

· Contractor must also provide documentation, training by a factory representative, and other specified items.

· All deliveries, setup, and training must take place during AFD business hours (Monday–Thursday, 7:00 AM – 4:00 PM, excluding Federal holidays).

DELIVERY LOCATION: US Army Corps of Engineers ATTN: Jeff Smutny Albeni Falls Dam 2376 E. Hwy 2 Oldtown, ID 83822
