About this opportunity
The Department of the Air Force's Air Education and Training Command (AETC), specifically the 338th Enterprise Sourcing Squadron at Joint Base San Antonio-Randolph, is seeking Course Development and Delivery Services with Professional Support Services. The requirement encompasses a comprehensive range of capabilities including course storyboard creation, learning system program management, curriculum development, registrar functions, course delivery, competency assessment, and advanced analytics services. Key contract objectives include developing instructional media, supporting distance learning analysis, and providing training instructor services across multiple learning modalities. The evaluation will likely focus on vendors' capabilities in Interactive Multimedia Instruction development, experience with course delivery at Secret and Top Secret security levels, and proficiency in modern instructional design techniques. Interested firms must submit a detailed Contractor Capability Survey by 1:00 PM CST on February 10, 2025, to robert.widdoss.1@us.af.mil, with responses limited to 15 pages.
The procurement is not currently set aside for any specific business size, though the government may consider a small business set-aside based on responses received. The NAICS code is 611710 with a $24.0M size standard, and the anticipated contract vehicle is a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The period of performance is planned for five years, consisting of one base year and four one-year option periods, with an anticipated start date of September 15, 2024. While specific award value details are not explicitly stated, the draft Performance Work Statement suggests a potential contract value around $24 million. Work will be performed at Joint Base San Antonio-Randolph, other Department of Air Force locations, and potentially at contractor facilities, with requirements including developing course materials compliant with SCORM standards and Section 508 accessibility requirements.
