About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 seeks qualified technical personnel and support services to conduct ambulatory electroencephalogram (aEEG) studies in Veterans' homes or Government-approved locations, with proposals due August 31 and questions due August 19. Amendment 0001, posted August 19, corrected the solicitation to reflect Full and Open Competition (no set-aside) and updated the Quality Assurance Surveillance Plan to specify 24-hour study upload with an additional five business days allowed if pruning is required. Offerors must acknowledge receipt of the amendment prior to the deadline.
Place of performance spans five VAMCs—Northport (NY), Baltimore (MD), Gainesville (FL), Detroit (MI), and Saginaw (MI)—with service extending up to 200 miles from each facility. The contractor provides qualified EEG technologists, equipment, materials, supplies, scheduling, transportation, documentation, secure information handling, and a proprietary cloud-based interoperable platform; the Government provides neurologist study reads through NTEEG-EP clinicians. EEG technologists must hold a high school diploma or GED, one year of aEEG experience, current ABRET registry certification, and Basic Life Support certification. The contract is Firm-Fixed-Price with an estimated value of $19 million over a base year plus four 12-month option years. Performance metrics include 95% study upload timeliness, 98% ACNS compliance, 99% platform uptime, 100% response to inquiries within one business day, and 100% training completion. Evaluation weighs technical capability and past performance more heavily than price. All contractors must be verified small businesses and active in SAM at proposal submission and award. Proposals are submitted in three volumes: contract administration documents, technical capability (maximum 10 pages), and pricing. NAICS code is 621610, Home Health Care Services; PSC is Q510, Medical-Neurology.
