About this opportunity

The Department of the Navy Naval Facilities Engineering Command is seeking multi-discipline Architect-Engineer services for stormwater, water quality, and incidental groundwater, wastewater, and potable water environmental compliance and management services. The procurement will result in one Indefinite Delivery/Indefinite Quantity contract to be performed at United States Navy installations and Marine Corps bases primarily in California, with additional work in Arizona, Colorado, New Mexico, Nevada, Utah, and other Department of Defense or federal agency sites nationwide. The services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6, indicating that evaluation will follow qualifications-based selection criteria typical for architect-engineer procurements. The solicitation was posted on September 18, 2025, with responses also due on September 18, 2025, creating an immediate deadline for interested contractors. Individual task orders under the contract will be negotiated as firm-fixed price arrangements.

This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. The IDIQ contract structure includes a two-year base period with one three-year option period, establishing a potential total contract duration of five years if all options are exercised. The total not-to-exceed contract value is $80,000,000, with a guaranteed minimum of only $5,000 for the entire contract term including option years. Individual task orders may range from $5,000 to $3,000,000, with no annual dollar limitations and the possibility of multiple overlapping task orders with similar completion schedules. The estimated contract start date is September 2026, and the primary place of performance will be California, though work may extend to other southwestern states and additional DoD sites nationwide.
