About this opportunity

The Naval Facilities Engineering Command is procuring multi-discipline Architect-Engineer services for stormwater water quality and incidental groundwater, wastewater, and potable water environmental compliance and management services through a single Indefinite Delivery/Indefinite Quantity contract. The work will be performed primarily at United States Navy installations and Marine Corps bases in California, with additional work in Arizona, Colorado, New Mexico, Nevada, Utah, and other Department of Defense or federal agency sites nationwide. Services will be procured under 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The contract includes multiple updates addressing RFIs, page limit adjustments for proposals, and alternative submission methods for SF330 forms due to system issues, with firms able to submit via email to specified Navy contacts if unable to use the PIEE website. The response deadline is September 18, 2025, with an estimated contract start date of September 2026.

This opportunity is designated as a Total Small Business set-aside with no incumbent contractors specifically mentioned in the notice. The IDIQ contract carries a total not-to-exceed value of $80,000,000 over the entire contract term, with a guaranteed minimum of only $5,000. Individual task orders will range from $5,000 to $3,000,000, with no annual dollar limits imposed and the possibility of multiple overlapping task orders with similar completion schedules. The contract structure includes a base period of two years plus one three-year option period, and the government emphasizes that contractors are not guaranteed work beyond the minimum guarantee amount. Task orders will be negotiated as firm-fixed price arrangements, with the government making no commitments regarding the number of task orders or actual work volume to be ordered.
