About this opportunity
The Department of the Navy, Naval Facilities Engineering Command (NAVFAC), intends to award a fixed-price IDIQ contract for cost engineering and related services and requests capability packages by November 10, 2026, at 2:00 PM EST. The notice lists No Set-Aside Used. The attached Sources Sought (N6247027R0007) seeks qualified small businesses, including 8(a), HUBZone, SDVOSB, WOSB, and EDWOSB firms, and states the Government will determine whether a set-aside is appropriate based on industry responses. Work supports NAVFAC Atlantic operations worldwide, including detailed cost estimating for complex military facilities at CONUS and OCONUS locations. The architect-engineer services fall under 40 USC Chapter 11, NAICS 541330 (size standard $25.5 million), and PSC C211.
Scope covers detailed cost estimating, DD Form 1391 development and budget estimates using MII, PACES, and RACER, economic and life cycle cost analysis, cost and schedule risk analysis, construction schedule development, value engineering, quality and constructability reviews, and regional cost studies. Contractors must have online email access and familiarity with the PAX DD Form 1391 Processor. The contract has a two-year base period with three one-year options, five years total. Task orders are estimated between $50,000 and $1 million, with an estimated maximum contract value of $15 million over the contract life.
Capability packages are limited to eight single-sided pages and must include a company profile, two to five relevant projects from the past five years in cost estimating, DD1391 development, value engineering, and risk analysis, and details on handling multiple simultaneous task orders. Submit electronically to Kimberly Hall at kimberly.a.hall.civ124@us.navy.mil. Project forms allow up to five projects at two pages each. Firms teaming must name partners and their qualifications and demonstrate compliance with FAR 52.219-14 for small business primes.
