About this opportunity

The U.S. Coast Guard intends to solicit a contract for advanced single and multi-engine aircraft flight training services, with a Capabilities Statement response due June 15, 2026. This is an unrestricted competitive procurement with no set-aside.

Performance is located at San Angelo Regional Airport (KSJT) in Texas, with vendor responsibility for all hangar and ramp space. The vendor must maintain a fleet of technically advanced aircraft (TAA as defined by the FAA) comprising a minimum of three single-engine (minimum 180 horsepower) and three multi-engine aircraft, all equipped with ADS-B In/Out, WAAS-enabled GPS, and autopilot. Aircraft must be available for immediate deployment and operate at 100% availability for scheduled missions, with sufficient spare aircraft on standby to ensure uninterrupted operations.

The vendor must conduct all maintenance in-house with qualified mechanics and accommodate scheduling requests on 24-hour notice (48 hours for cross-country flights). The vendor must employ multiple certified flight instructors, provide a Designated Pilot Examiner and FAA testing for required ratings (Multi-Engine Commercial, MEI, CFI, CFI-I, ATP Multi) at no additional cost to the Coast Guard, and provide access to FAA-certified flight simulators and an Advanced Aviation Training Device (AATD) to support proficiency and currency requirements. Administrative space with wireless internet and computer/printer access must be provided for Coast Guard personnel.

The anticipated contract period is five calendar years with options. The Coast Guard projects training 20 pilots annually with 1,000 flight hours, 300 CFI hours, and 200 simulator hours per year, with potential for expansion. Pricing must be structured as Firm-Fixed-Price per flight hour, CFI hour, or simulator hour. Interested vendors should submit Capabilities Statements to Mary E. Case, Contracting Officer, at mary.e.case@uscg.mil by June 15, 2026 at 2:00 p.m. ET, including aircraft and maintenance capability summaries, instructor and simulator resources, FAA compliance evidence, past performance, business size, NAICS code, and SAM UEI number.
