About this file

This is a Request for Information (RFI) issued by the United States Coast Guard Joint Program Office seeking vendor capabilities for advanced aircraft flight training services in support of potential future contracts.

The Coast Guard seeks qualified vendors capable of providing multiple technically advanced aircraft (TAA as defined by the FAA) in both single-engine (minimum 180 horsepower) and multi-engine configurations, equipped with ADS-B In/Out, WAAS-enabled GPS, and auto-pilot capabilities. Aircraft must be available for immediate deployment and stationed on-site at San Angelo Regional Airport (KSJT), with vendors responsible for providing hangar and ramp space. Vendors must conduct all maintenance in-house with qualified mechanics, maintain 100% availability for scheduled missions with sufficient spare aircraft on standby, and accommodate scheduling requests with 24-hour notice (48 hours for cross-country flights). Additional requirements include employing multiple certified flight instructors, providing a Designated Pilot Examiner (DPE) and FAA testing for required ratings at no additional cost to the Coast Guard, offering access to FAA-certified flight simulators, and providing flight planning and administrative space with wireless internet and computer access. Vendors must also demonstrate capability to support multi-year expansion and allow Coast Guard pilots to conduct offsetting operations and maintenance away from KSJT, with the vendor responsible for all associated fuel, oil, and maintenance support.

Interested vendors must submit a Capabilities Statement by Monday, June 15, 2026 at 2:00 p.m. ET to Mary E. Case, Contracting Officer, at mary.e.case@uscg.mil. Submissions should include aircraft and maintenance capability summaries, instructor staffing and simulator resource details, evidence of FAA compliance, past performance information, business size, NAICS code, and SAM UEI number. This RFI is for informational purposes only and does not guarantee contract award.

Request for Information (RFI): Advanced Single and Multi-Engine Aircraft Flight Training Services

United Stations Coast Guard Joint Program Office

Purpose:

The Joint Program Office (JPO) is seeking information from qualified vendors capable of providing advanced single and multi-engine aircraft for immediate use, in support of potential future flight training contracts. This RFI is intended to assess vendor capabilities and inform potential follow-on contracts.

Requirements:

• Vendor must have multiple technically advanced aircraft (TAA as defined by the FAA), in both single (minimum of 180 horsepower) and multi-engine, available for immediate deployment upon contract award. These aircraft must also be equipped with ADS-B In/Out, WAAS-enabled GPS, and auto-pilot.

• Vendor must conduct all aircraft maintenance “in-house” with a team of qualified mechanics.

• Vendor must provide 100% availability for all scheduled missions and is required to have sufficient spare aircraft of similar class, type, and model available to ensure uninterrupted operations.

• Vendor must accommodate all aircraft scheduling requests of the customer on 24-hour prior notice or 48 hours for cross-country flights.

• Vendor must employ multiple certified flight instructors to support training requirements. Vendor must also provide a DPE and FAA testing for aviators to accomplish required ratings (multi-engine, complex, high performance, Certified Flight Instructor, Airline Transport Pilot, Multi-engine Instructor) at no additional cost to the Coast Guard.

• Vendor must provide access to FAA-certified flight simulators to supplement annual and bi-annual proficiency and currency requirements.

• Vendor must provide adequate flight planning, briefing, and administrative space with wireless internet and computers/printers for use by CG personnel as required.

• Vendor must demonstrate the ability to support JPO’s expansion needs for flight training over multiple years.

• Vendor must provide the aircraft and maintenance support on-site at San Angelo Regional Airport, KSJT. Hangar and ramp space for the aircraft is the responsibility of the vendor.

• Vendor must allow for JPO pilots to fly the contract aircraft offsite and conduct shutdowns/start-ups away from KSJT. In the event that maintenance must be conducted away from KSJT, the vendor is responsible for ensuring the necessary repairs are completed. All associated aircraft needs, such as fuel, oil, and maintenance will be provided by the vendor.

Vendor Qualifications:

Vendors are requested to submit information on their capabilities and resources to support the JPO’s anticipated expansion including cost estimates.

Submission Instructions:

Interested vendors should provide a Capabilities Statement with the following:

• A summary of available aircraft and maintenance capabilities.

• Details on instructor staffing and simulator resources.

• Evidence of FAA compliance for simulators and training programs.

• Information on past performance and ability to support large-scale, multi-year training operations.

• Business Size

• NAICS

• SAM UEI No.

Responses:
