About this file
This is a Request for Information (RFI) document containing industry questions and Coast Guard responses regarding Advanced Single and Multi-Engine Aircraft Flight Training Services (SAM.gov Notice 70Z02326RF1912700001).
The Coast Guard is planning to contract for advanced flight training services currently performed at San Angelo (KSJT). The contract period is 5 calendar years with options, after which a re-compete will be required if the government decides to continue operations. The government anticipates training 20 pilots annually with 1,000 flight hours, 300 CFI (Certified Flight Instructor) hours, and 200 simulator hours per year. Expected requirements include 5-10 checkrides annually covering Multi-Engine Commercial, MEI, CFI, CFI-I, and ATP Multi certifications; ATP CTP course is not required but ATP flight training, written exam, checkride prep, and checkride must be included. The initial aircraft requirement is 3 multi-engine and 3 single-engine aircraft meeting baseline TAA requirements (minimum 180 HP single-engine, ADS-B In/Out, WAAS GPS, and autopilot), with no preferred makes or models specified. Pilots will fly 4-5 hours per month on average with the option to increase contract size if additional pilots are added.
The pricing structure must be Firm-Fixed-Price (FFP) per flight hour, CFI hour, or simulator hour. An AATD (Advanced Aviation Training Device) is required to support proficiency and currency requirements. The vendor must provide a DPE (Designated Pilot Examiner) and testing at no additional cost, with every attempt to schedule within 30 days of request; this can be any FAA-approved DPE, not necessarily an exclusive on-staff examiner. Standard commercial flight school insurance is sufficient. JPO pilots will report to the JPO supervisor for offsite operations, with two-way communications between vendor and offsite pilot permitted for maintenance and fuel card issues only.

Request For Information Advanced Single and Multi-Engine Aircraft Flight Training Services
Questions from Industry Coast Guard Responses SAM.gov Notice 70Z02326RF1912700001
Advanced Single and Multi-Engine Aircraft Flight Training Services
DATE: 27 MAY 2026
1. Is this training currently being performed at KSJT?
CG Response: Yes, everything is currently at San Angelo
2. Setting up a school which includes maintenance and multiple technically advanced single and multi-engine aircraft is a very expensive endeavor. As such:
a. Is the US Coast Guard planning to contract for a set number of students over a set period of years?
b. If so, how many students and how many years?
CG Response:
a. Contract Period of Performance is 5 calendar years if all options are exercised. After that the contract will have to go through a re-compete if the government decides to continue the operation.
b.
3. Is there any estimate on how many flight hours are expected, number of students, or other metrics of quantity?
CG Response: 20 pilots, 1,000 flight hours, 300 CFI hours, 200 Simulator hours per year. The ratio of multi to single engine has yet to be determined.
4. Do you happen to know how many checkrides would be required and which specific checkrides would be needed?
CG Response: 5-10 checkrides/year. Multi-Engine commercial, MEI, CFI, CFI-I, ATP Multi,
5. ATP CTP Course CG Response: ATP CTP does not need to be offered in this contract. However, the ATP flight training, written exam, checkride prep and checkride should be included.

6. What is the anticipated initial quantity of aircraft required (broken down by single-engine versus multi-engine), and what are the expected annual flight hours for the program?
CG Response: Enough to meet the requirements of the contract. We are anticipating 3 multi and 3 single
7. Are there preferred aircraft makes or models required beyond the baseline TAA requirements (minimum 180 HP single-engine, ADS-B In/Out, WAAS GPS, and autopilot)?
CG Response: There are not preferred make and models. However, the age, and maintenance history of the aircraft will be taken into consideration.
8. Could you provide additional detail regarding the anticipated timeline and projected scale of growth over the multi-year expansion period referenced in the RFI?
CG Response: Timeline is as soon as we get it awarded. We are initially planning for 20 pilots to fly 4-5 hours per month. We would like to have the option of increasing the size of the contract if we add more pilots.
9. What is the anticipated weekly or monthly scheduling cadence for these training missions?
CG Response: Each pilot will fly 4-5 hours per month on average. They won’t all be training flights once the initial check outs are done in the aircraft.
10. Are there specific hull, liability, or operational insurance coverages required by the Government outside of a standard commercial flight school policy?
CG Response: Standard commercial flight school policy is sufficient
11. Are there specific operational control, flight tracking, dispatch, or daily reporting protocols required when JPO pilots operate the aircraft offsite away from KSJT?
CG Response: Not with the vendor, JPO pilots will report to the JPO supervisor. Two way communications between the vendor and offsite pilot is permissible to expedite maintenance issues, fuel card issues, etc.

12. The RFI notes the vendor must provide a DPE and testing at no additional cost. Does this requirement necessitate an exclusive, on-staff Designated Pilot Examiner (DPE), or is vendor-funded coordination and payment for an external, FAA-approved DPE acceptable?
CG Response: This can be any DPE. We recognize that scheduling a DPE is difficult throughout the country right now. Every attempt should be made to provide a DPE within 30 days of initial request.
13. What specific FAA-approved qualification level (e.g., AATD, FTD, or Full Flight Simulator) is required to support the annual and bi-annual proficiency and currency requirements?
CG Response:
AATD
14. To ensure our cost estimates align with the Government's budgetary planning, could you clarify the preferred pricing structure? Specifically, is the Government anticipating a Firm-Fixed-Price (FFP) per-flight-hour rate by aircraft type (inclusive of fuel/maintenance), fully burdened labor rates for instructors, or a notional task-order structure optimized for a future IDIQ contract vehicle?
CG Response: FFP per flight hour, CFI hour or sim hour.
