About this opportunity

Naval Air Systems Command anticipates soliciting maintenance, repair, preventative maintenance, and semi-annual test inspection services for an Access Control System (ACS) with badging capabilities and an Intrusion Detection System (IDS) at NAWCTSD Room 2033, 12211 Science Drive, Orlando, Florida, with responses to a concurrent Request for Information due October 16, 2026.

No set-aside is anticipated. The contractor must hold UL 2050 certification and employ only U.S. citizens. Technical requirements include compliance with ICS 705-1 and IC Tech Spec version 1.4 standards; 24/7 phone support with service initiation within 4 hours of a trouble signal; emergency service response within 24 hours (for total system failures, loss of monitoring, complete lockout, power supply failures, and anti-passback failures) and non-emergency response within 8 hours; maintenance of all ACS peripherals with consumable replacement at no additional cost; upgrade of Honeywell ProWatch badging software and ancillary software to latest manufacturer-supported versions at contractor's expense; installation of real-time occupancy monitoring integrated with badge access control; and installation of an egress card reader at the main entrance with anti-passback security features. Semi-annual inspections must cover intrusion tests, tamper tests, annunciation tests, AC power loss tests, line supervision tests, and sensor system self-tests, with documentation submitted within 30 days.

The contract covers a one-year base period with four optional one-year extensions. This effort previously appeared on GSA Advantage as RFQ1835390 and RFI1835398. The Navy requests paper responses to the RFI not exceeding 10 pages, addressed to Costanza Trimarchi and Salisha Bailey at the Naval Air Warfare Center Training Systems Division.

This procurement establishes the contractor tasks for the service, repair, preventative maintenance, and semi-annual test inspections of the Access Control System (ACS) which includes a badging system (computer/printer/camera), and the Intrusion Detection System (IDS) located at NAWCTSD Room 2033 at 12211 Science Dr Orlando, FL 32826.
