Request for Information (RFI) for
Advanced Programs-OMN-Security System Maintenance
This RFI is issued for information and planning purposes only and does not constitute an offer by the Government to fund, as a whole or in part, the opportunities referenced herein. This RFI does not represent a pre-solicitation synopsis or a solicitation and does not constitute a request for proposal or request for quote. The Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Any response received will not be used as a proposal or quote. The responses to this RFI will be reviewed by the Government and may be used to develop requirements for future needs. Additionally, all submissions become government property and will not be returned. No basis for claim against the Government shall arise as a result from a response to this RFI.
PURPOSE: The purpose of this RFI is to obtain information for market research which may inform future requirements and contract efforts for security system maintenance and inspection.
SUMMARY: NAWCTSD is requesting papers providing possible services available for all or part of the requirements discussed below.
As stated in the draft attached Performance Work Statement (PWS), the Contractor shall perform semi-annual inspections for the NAWCTSD Room 2033 in accordance with IC Tech
Spec ver.1.4 (28 Sep 2017) and include all areas/components of the ACS and IDS.
The work shall include, but is not limited to:
• Compliance and Certification:
• Maintain UL 2050 certification and adhere to ICS 705-1 and IC Tech Spec v1.4 for security system maintenance and testing.
• Ensure all services conducted under this contract are performed by U.S. citizens.
• Support and Response:
• Provide 24 hours a day, 365 days a year, phone support, and can initiate repairs/establish priority within 4 hours of a trouble signal or a request for service.
• Meet resolution timelines: 24 hours for emergency failures or malfunctions that severely degrade the physical security of NAWCTSD Room 2033 and 8 hours for non-emergency issues.
• System Maintenance and Upgrades:
• Maintain and upgrade all ACS and IDS hardware, software, and badging equipment (including Honeywell ProWatch and SQL databases).
• Prevent obsolesces/end of life issues by replacing consumables (e.g., batteries) and creating system backups prior to software updates, if necessary, at no additional costs to the Government.
• System Enhancements:
• Provide a real-time occupancy monitoring capability integrated with the installed badge access control system.
• Install and configure an additional card reader at the main facility entrance to support egress authentication and enforce an “anti-passback” security feature.
• Inspections and Testing:
• Conduct semi-annual inspections covering Intrusion, Tamper, Correct
Annunciation, Correct Assessment, AC power loss, Line supervision, and Sensor system self-tests, when applicable. Along with Access control and Duress buttons, where applicable.
• Ensure inspection personnel are witnessed by NAWCTSD Government personnel.
• Documentation and Reporting:
• Provide documentation for the maintenance and repairs within 10 days of completion and semi-annual documentation of completed inspections within 30 days of event completion.
• Submit the Over and Above Work Request Form for approval, as required, for replacement of broken or malfunctioning security components and complete annual SAM.gov SCR reporting no later than October 31 of each calendar year.

REQUEST: Interested parties are requested to provide paper responses that outline possible services, capabilities, and critical cost/schedule drivers related to the security system maintenance and inspection.
The cover page of the responses shall include the company name: GSA Contract Number, if any, DUNS number or CAGE code, social-economic group (i.e. WOSB, SDVOSB, etc.), if applicable, address, and point of contact including phone number and email address. There is no specific format for the paper responses, but they shall be limited to no greater than 10 pages and highlight the capabilities to address the questions below and any other pertinent information relating to the market.
Given the information above, answer the following questions:
1. Does your organization maintain a dedicated liaison, dispatch location, or physical office in Florida, and if so, at what specific location(s)?
2. Can you commit to acknowledging and initiating action in response to a trouble signal or request for service within a 4-hour window?
3. Can you meet both a 24-hour emergency response window and an 8-hour non-emergency response timeline, and how do you plan to guarantee on-site arrival for 24/7 emergency calls?
4. Can you provide your current UL 2050 Certificate of Compliance and proof of active listing as an accredited security installation company?
5. What information would you need to know in the solicitation?
6. Will you need subcontractors to perform portions of the installation?
PRIVACY: Submissions responding to the questions in this RFI may be made public. Please do not include any confidential, proprietary, or sensitive information that you do not wish to be made public. Information made public will not include names and contact information of individuals or entities. Submissions are subject to the Freedom of Information Act (FOIA).
RESPONSES: The response shall be due no later than 5:00 PM Eastern Standard Time
(EST) on Friday 16 Oct 2026. Responses or requests for more information from the
Government shall be e-mailed to Costanza Trimarchi (costanza.j.trimarchi.civ@us.navy.mil) and Salisha Bailey (salisha.j.bailey.civ@us.navy.mil).
The Government may contact respondents regarding their submissions, such as to ask questions, or to learn more about the market.
