About this opportunity
The Department of the Army Materiel Command Contracting Command Detroit Arsenal is seeking non-personal administrative support services for Anniston Army Depot (ANAD) through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The procurement covers three potential positions: administrative assistant, secretary III, and duplicating machine operator, requiring 1-20 personnel to provide administrative support with core duty hours between 0500-1700, Monday through Friday. Key personnel must demonstrate proficiency in Microsoft Office, maintain typing speeds of 40 words per minute, possess professional communication skills, and complete mandatory training requirements including Anti-Terrorism Level I awareness, Operations Security (OPSEC), Threat Awareness Reporting Program (TARP), and Random Antiterrorism Measures Program (RAMP) participation. The contract structure requires firm fixed pricing with offers remaining valid for 90 calendar days, and contractors must submit monthly activity and performance/cost reports as deliverables. The solicitation closes on September 5, 2025, at 10:00 AM CST, with all responses required through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, and Crystal Hodges serves as the contracting officer at 571-588-0965.
This procurement is set aside for National Industries for the Blind (NIB) SourceAmerica under the AbilityOne program, though an amendment indicates it was previously designated for Women-Owned Small Business (WOSB) and Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns under NAICS code 561110. The contract encompasses a base period from October 1, 2025, through September 30, 2026, with four additional option years extending potential performance through September 2030. The solicitation estimates 3 lots for each line item covering both regular and overtime administrative services, with wage determinations establishing minimum hourly rates of $17.75 for new contracts and comprehensive benefits including health and welfare contributions of $5.55 per hour. Services will be performed at Anniston Army Depot in Alabama, a limited-access military installation requiring contractors to comply with specific gate control procedures and pre-registration workflows for facility access. Individual task orders will be funded separately under this requirements-type unfunded contract structure, allowing the government flexibility in ordering specific administrative support services as needed.
