The procurement seeks qualified contractors capable of providing social media monitoring, open-source intelligence gathering, and lawful surveillance and observation services to identify evidence that may contradict employees' reported medical restrictions. Contractors must comply with applicable BOP policies and all privacy laws and evidentiary standards while maintaining proper chain of custody documentation. Interested vendors must submit comprehensive responses detailing company information, business size classification, relevant past performance, investigative methodologies, privacy compliance confirmation, and personnel qualifications demonstrating nationwide coverage capability. The critical deadline for vendor responses is 2:00 p.m. ET on Wednesday, March 4, 2026, addressed to Contracting Officer Edwin Ingram at e2ingram@bop.gov, and the deadline for all questions is close of business on Wednesday, February 25, 2025. Responses should not exceed 25 single-spaced pages and must be submitted in PDF format with attachments not exceeding 12 MB.
This procurement carries no set-aside designation, and there is no current incumbent contractor as this represents a new requirement. The anticipated contract period includes a one-year base term with four one-year option periods for a potential five-year performance duration. The BOP anticipates approximately 30 new investigations per month with completion timelines of 30 to 60 calendar days depending on case complexity, with approximately 60 to 70 percent of cases involving surveillance activities. Labor categories expected to include Junior, Mid-Level, and Senior Investigators, Surveillance Specialists, Case Analysts, Field Operations Managers, and Administrative Support personnel. The specific contract dollar value is not currently available, and the agency will determine publication platform and small business set-aside status following evaluation of RFI responses. Work will be performed primarily at contractor facilities nationwide, including U.S. territories, with travel required as needed for field operations.
