Request for Information Summary

This Request for Information (RFI 15BNAS26RFI000013) is issued by the Federal Bureau of Prisons (BOP), an agency of the Department of Justice, seeking vendor information regarding administrative investigation services for workers' compensation claims review. The BOP operates 122 institutions nationwide, employs over 36,000 staff, and seeks to identify potential workers' compensation fraud or inconsistencies through lawful administrative investigations. The acquisition is classified under NAICS Code 561611 – Investigation Services.

The scope of services comprises two primary components: social media monitoring and open-source intelligence (OSINT), requiring contractors to identify claimant public profiles, establish monitoring parameters, conduct systematic reviews of publicly accessible social media content, and document posts, photos, videos, and check-ins that may contradict reported functional limitations; and lawful surveillance and observation in public locations, including planning observation windows, assigning personnel, documenting observed events with date and time stamps, capturing properly tagged photographs or video with metadata, and maintaining chain of custody documentation. Contractors must comply with applicable BOP policies (including Program Statements 1601.04, 1351.05, 1210.24, 1210.25, and 3420.012) and all privacy laws and evidentiary standards. Deliverables include interim monitoring reports, observation logs, bi-weekly progress reports, a final comprehensive investigative report, and properly documented evidence, all submitted in PDF format. Interested vendors must provide company information, business size classification, relevant past performance, descriptions of investigative methodologies and chain-of-custody procedures, confirmation of Privacy Act compliance, personnel qualifications, and nationwide coverage capability. Responses should not exceed 25 single-spaced pages and should be submitted to Edwin Ingram, Contracting Officer, at e2ingram@bop.gov with subject line referencing RFI 15BNAS26RFI000013. This RFI is issued for information and planning purposes only and does not constitute a solicitation; the Government will not reimburse respondents for response costs.
