About this file
This is a Questions and Answers (Q&A) document for a Request for Information (RFI) regarding a new federal contract opportunity with the Bureau of Prisons (BOP). The requirement is a new procurement with no current incumbent contractor. The anticipated period of performance is one year base with four one-year option periods, totaling five years potential performance duration. Work will be performed primarily at contractor facilities nationwide, including U.S. territories, with travel required as needed.
The scope encompasses investigations including social media monitoring, open-source intelligence (OSINT), and physical surveillance. The contractor must provide all aspects of the requirement; partial submissions are not acceptable. The anticipated volume is approximately 30 new investigations per month, with typical completion timelines of 30-60 calendar days depending on case complexity. Individual task orders are expected to range from 30-90 days. Approximately 60-70% of cases will involve surveillance activities. Anticipated labor categories include Junior, Mid-Level, and Senior Investigators; Surveillance Specialists; Case Analysts; Field Operations Managers; and Administrative Support. Personnel must meet applicable state licensing requirements for investigative services. Interim monitoring reports and observation logs should be submitted weekly during active surveillance, with comprehensive final reports upon case completion. The contract dollar value is not currently available. The agency has not yet determined whether to release the opportunity on SAM.gov or another platform; decisions will be informed by RFI results from GSA and SAM.gov. No Industry Day, pre-proposal conference, or Q&A session is planned. The determination regarding small business set-aside status will be made after reviewing RFI responses. Direct contracting considerations will follow Federal Acquisition Regulations guidelines and SBA standards applicable to the assigned North American Industry Classification System code.
