About this opportunity
The Air Force Research Laboratory, Information Directorate intends to solicit innovative research and development approaches for adaptive fusion, analysis, and reasoning of multi-source data across four research areas, with white paper submissions accepted on a rolling basis until August 29, 2028 and suggested FY24 submission by September 12, 2023.
The four research focus areas are Adaptive Knowledge and Information for Target Analysis (AKITA), Enhancing Moving Target Engagement at Scale (EMoTES), Publicly Available Information Ensemble Fusion (PEF), and Agentic AI Workflows for Dynamic Operational Contexts (AWARD). For FY24, AFRL is seeking white papers specifically for Focus Areas A and B only. Work supports the Air Force's Command, Control, Communications, Computers and Intelligence and Cyber Science mission.
This is an open, two-step BAA. White papers of 3–5 pages are the only initial submission accepted; formal proposals are by invitation only following government evaluation of white papers. Total funding is approximately $99.9 million distributed across fiscal years 2024–2028. Individual awards typically range from $100,000 to $3 million over periods not to exceed 36 months, though awards may exceed the per-award ceiling if within the total BAA ceiling. Multiple awards are anticipated.
Award instruments may include FAR-based procurement contracts, grants, cooperative agreements, or Other Transactions under 10 USC 4021–4023. Offerors must be registered in SAM.gov, possess DCAA-approved accounting systems or GAAP-compliant systems for Other Transactions, and submit Research and Related Senior and Key Person Profiles, Security Program Questionnaires, and Privacy Act Statements. The government conducts security risk review; proposals exceeding acceptable risk thresholds will be declined. The solicitation is closed to foreign participation except unclassified fundamental research and entities with approved Foreign Ownership, Control or Influence mitigation documentation. Evaluation prioritizes scientific and technical merit, related experience, solution maturity and openness, and cost reasonableness. Proposals are categorized Selectable or Not Selectable based on technical evaluation and funding availability. Gold Standard Science principles—including reproducibility, transparency, collaborative methodology, hypothesis falsifiability, unbiased peer review, and absence of conflicts of interest—are required and assessed in Step 1 screening.

CONCISE SUMMARY OF TECHNOLOGY REQUIREMENT: The Air Force Research Laboratory, Information Directorate is seeking innovative approaches for the fusion, analysis and reasoning of multi-source data to advance their analytical operations in support of their Command, Control, Communications, Computers and Intelligence (C4I) and Cyber Science mission. This announcement is comprised of three research areas: (A) Adaptive Knowledge and Information for Target Analysis (AKITA), (B) Enhancing Moving Target Engagement at Scale (EMoTES) and (C) Publicly Available Information (PAI) Ensemble Fusion (PEF), where each has research areas that taken together comprise the focus of AFAR research and development.
BAA ESTIMATED FUNDING: Total funding for this BAA is approximately $25M. Individual awards will not normally exceed 36months with dollar amounts normally ranging from $500K to $1.5M. There is also the potential to make awards up to any dollar value as long as the value does not exceed the available BAA ceiling amount.
ANTICIPATED INDIVIDUAL AWARDS: Multiple Awards are anticipated. However, the Air Force reserves the right to award zero, one, or more Procurement Contracts or Assistance Instruments for all, some, or none of the solicited effort based on the offeror’s ability to perform desired work and funding fluctuations.

CONCISE SUMMARY OF TECHNOLOGY REQUIREMENT: The Air Force Research Laboratory, Information Directorate is seeking innovative approaches for the fusion, analysis and reasoning of multi-source data to advance their analytical operations in support of their Command, Control, Communications, Computers and Intelligence (C4I) and Cyber Science mission. This announcement is comprised of three research areas: (A) Adaptive Knowledge and Information for Target Analysis (AKITA), (B) Enhancing Moving Target Engagement at Scale (EMoTES) and (C) Publicly Available Information (PAI) Ensemble Fusion (PEF), where each has research areas that taken together comprise the focus of AFAR research and development.
BAA ESTIMATED FUNDING: Total funding for this BAA is approximately $25M. Individual awards will not normally exceed 36months with dollar amounts normally ranging from $500K to $1.5M. PART I – OVERVIEW INFORMATION
This announcement is for an Open, 2 Step BAA which is open and effective until 29 Aug 2028. Only white papers will be accepted as initial submissions; formal proposals will be accepted by invitation only. While white papers will be considered if received prior to 11:59PM Eastern Standard Time (EST), the following submission dates are suggested to best align with projected funding:
FY24 by 12 Sep 2023 (Please note: For only FY24, AFRL is seeking whitepapers for just the following Focus Areas: A - Adaptive Knowledge and Information for Target Analysis and B - Enhancing Moving Target Engagement at Scale (EMoTES))

CONCISE SUMMARY OF TECHNOLOGY REQUIREMENT: The Air Force Research Laboratory, Information Directorate is seeking innovative approaches for the fusion, analysis and reasoning of multi-source data to advance their analytical operations in support of their Command, Control, Communications, Computers and Intelligence (C4I) and Cyber Science mission. This announcement is comprised of three research areas: (A) Adaptive Knowledge and Information for Target Analysis (AKITA), (B) Enhancing Moving Target Engagement at Scale (EMoTES) and (C) Publicly Available Information (PAI) Ensemble Fusion (PEF), where each has research areas that taken together comprise the focus of AFAR research and development.
BAA ESTIMATED FUNDING: Total funding for this BAA is approximately $25M. Individual awards will not normally exceed 36months with dollar amounts normally ranging from $500K to $1.5M. There is also the potential to make awards up to any dollar value as long as the value does not exceed the available BAA ceiling amount.
ANTICIPATED INDIVIDUAL AWARDS: Multiple Awards are anticipated. However, the Air Force reserves the right to award zero, one, or more Procurement Contracts or Assistance Instruments for all, some, or none of the solicited effort based on the offeror’s ability to perform desired work and funding fluctuations.
TYPE OF INSTRUMENTS THAT MAY BE AWARDED: FAR based Procurement contracts, CFR based grants and cooperative agreements or other transactions (OT) under under 10 USC 4021, 10 USC 4022 and 10 USC 4023( previously 10 USC 4002, 2371, 10 USC 4003, 2371b and 4004, 2373) depending upon the nature of the work proposed.
