The scope includes comprehensive demolition and reconstruction of the ground floor bathroom within its existing footprint, incorporating ADA-compliant sanitary fixtures, grab bars for users with reduced mobility, curbless shower with non-slip surfaces and handheld head, demolition and reinstallation of flooring and wall tiling, plumbing using cross-linked polyethylene pipes and PVC drainage, electrical work with GFCI protection and LED recessed luminaires, ventilation with ductwork and extractor fans, carpentry including doors with hydraulic closers, and fire system relocation of strobe notification appliances. Work must comply with the 2010 ADA Standards for Accessible Design, Architectural Barriers Act, Spanish Codigo Tecnico de la Edificacion, and applicable National Electrical Code, OSHA, NFPA, and ASHRAE standards.

Performance must begin within 5 calendar days of Notice to Proceed and be completed within 40 calendar days. Liquidated damages of EUR 300 per day apply for delays. Quotations must be priced in Euros including all labor, materials, overhead, and profit. Offerors must demonstrate English language capability, prior construction experience with references, and established business presence in Spain. An optional site visit is scheduled for June 3, 2026 at 12:00. Performance and payment bonds of 50% contract value are required within 10 days of award, reduced to 10% upon final acceptance. General liability insurance of at least EUR 200,000 per occurrence and EUR 500,000 cumulative is mandatory, with the United States named as additional insured.

Work consists of the renovation of an existing bathroom in the CMR to improve acesibility and make it ADA/ABA compliant.  The objective is to deliver a safe, functional and accesible bathroom within an exiting footprint, incorporating life-safety features, accesssibility improvements, and durable high-quality finishes.

The Government intends to award a contract resulting from this solicitation to the lowest priced technically
acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial
offer without discussion. The resultant contract will be a firm fixed-price type contract.

In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), all contractors must be
bonded and possess all permits and licenses required to do business in Spain. All offerors will be required to
provide proof that they already possess said permits as part of their offer.

All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior
to contract award pursuant to FAR provisions 52.204-7. The guidelines for registration can be found at
