The New Hampshire National Guard is seeking to procure the replacement of active vehicle barriers at Pease Air National Guard Base in Newington, New Hampshire, through a firm fixed-price contract for non-personal services. The contract requires a contractor to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to remove existing inoperable barriers and install new K12-rated wedge barriers with specific technical requirements including hot-dipped galvanized coating, less than 12-inch foundation depth, and ability to raise in 0.5 seconds using an Emergency Operation Function. The work also includes comprehensive infrastructure modifications such as hydraulic systems, electrical work, vehicle sensing loops, remote control panels, signage, and roadway markings. The solicitation is tentatively scheduled for release on July 24, 2025, with a pre-bid conference planned for August 1, 2025, at 0900 local time, followed by a site visit. Questions from the pre-bid conference must be submitted by August 8, 2025, by 12:00 PM EST, and the bid opening is tentatively planned for August 27, 2025.

The procurement is anticipated to be 100% set aside for small businesses under NAICS code 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45.0 million. The magnitude of construction is estimated between $500,000 and $1,000,000, and interested contractors must demonstrate bonding capability for construction projects. The contract duration is expected to be 90 calendar days after notice to proceed, including inspection. Contractors will be subject to limitations on subcontracting, specifically that they cannot pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. All interested offerors must be registered in the System for Award Management (SAM) and are encouraged to complete the attached sources sought response form by July 24, 2025, at 12:00 PM EST, along with a list of projects completed during the past three years.

The New Hampshire National Guard intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision to replace the active vehicle barriers at Pease Air National Guard Base in Newington, NH.  The contract duration will be 90 calendar days after notice to proceed to include inspection.  The Government anticipates that this requirement will be 100% set aside for small businesses.  The North American Industry Classification System (NAICS) Code is 236220 Commercial and Institutional Building Construction with a small business size standard of $45.0M. The magitude of construction is between $500,000 and $1,000,000.

The tentative date for issuing the solicitation is on-or-about July 24, 2025.  The tentative date for the pre-bid conference is August 1, 2025, 0900 local time, with the location to be provided in the solicitation.  Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation.  A site visit will follow the pre-bid conference.  All questions from the pre-bid conference must be submitted by August 8, 2025 by 12:00 (noon) EST via email to casey.a.pridham.mil@army.mil and sean.m.connolly1.mil@army.mil.

The bid opening date is tentatively planned for on-or-about August 27, 2025.  Actual dates and times will be identified in the solicitation. Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded.”

In accordance with FAR 36.211(b), the following information is provided:

(1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.

(2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.
