About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 15 seeks acrylic artwork with standoff mounts, professional installation, and maintenance services for the Rolla Community-Based Outpatient Clinic, with proposals due September 8, 2026 at 11:00 a.m. CDT. The procurement is set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses.
Place of performance is 13063 Old Wire Road, Rolla, Missouri 65401. The scope includes 109 units of 36" x 48" acrylic pieces, 15 units of 28" x 18" small vertical pieces, 21 units of 36" x 20" triptychs, and 20 units of 36" x 51" medium pieces. All artwork must feature 3/8-inch UV-blocking acrylic with shatterproof, non-glare finishes, white ink backing, and four one-inch brushed stainless steel standoff pucks with locking security hardware. Artwork must incorporate established healing themes promoting patient and staff wellbeing, with military or patriotic imagery permitted provided it excludes guns or distressing images; 60–70 percent of total artwork by area must comprise thematic content. Each image shall be used only once. The VA Interior Designer retains final approval on all image selections and locations.
The contractor's team must have experience developing large-scale artwork programs for comparable healthcare or government projects within the last three years and must provide an art consultant with minimum five years' experience on similar projects. Installation must begin November 1, 2026 and be completed by December 15, 2026. The contract is firm-fixed-price with payment due upon delivery, installation, and acceptance. SDVOSB nonmanufacturers must certify at least 50 percent of estimated contract value consists of items manufactured by small business concerns. Framers must be certified by the Professional Picture Framers Association with minimum one-year warranty. Evaluation criteria include Bill of Materials accuracy, detailed technical drawings, product cut sheets, labor appropriateness, project staffing plans, project management plans, and sustainability certification.
