Q: Nonmanufacturer Rule

The solicitation includes VAAR 852.219-76 and the nonmanufacturer requirements applicable to supplies. Please confirm whether any SBA class or individual Nonmanufacturer Rule waiver applies to this procurement under NAICS 337215. If no waiver applies, please confirm that an

SDVOSB nonmanufacturer must supply the end products of a qualifying domestic small-business manufacturer/processor in accordance with the solicitation."

A: There is no individual or class waiver for this procurement. Under 852.219-76(a)(2)(iii), this is a multiple item acquisition, the SDVOSB nonmanufacturer must certify at least 50% of the estimated contract value is composed of items that are manufactured by small business concerns.

Q: Team experience requirement

The SOW states that the contractor’s team must have experience developing a large-scale artwork program for at least one comparable VA or government major project completed within the last three years, and that the contractor’s team must provide an art consultant with at least five years of experience and comparable VA/government project experience.

May an SDVOSB prime contractor satisfy these requirements by relying on the demonstrated experience and personnel of an identified subcontractor/teaming partner, provided that partner will materially participate in performance and its qualifications are fully documented in the technical quotation?

A: Yes

Q: Brand name or equal: SOW §9 identifies Great American Art for A6046 and A6046A, NATIONAL/WELI for A6046C, and RAO for A6046D. Please confirm whether these are the intended manufacturers or basis-of-design references and whether products from other manufacturers will be accepted when they meet or exceed all stated salient characteristics?

A: Yes

Q:Acrylic thickness: The SOW and price schedule generally specify 3/8-inch acrylic; however, the product descriptions on pages 6–7 also reference 1/4-inch non-glare acrylic. Please confirm the required acrylic thickness for each product type?

A: 3/8”

Q:Delivery and installation schedule: Block 20 states that delivery and installation will begin

November 1, 2026; SOW §2 states that the project will be ready to receive artwork installation in

November 2026; and the delivery schedule on page 12 identifies November 1, 2026. Please confirm whether November 1 is the required delivery date, installation start date, or final completion date?

A:11/1 is the 1st day they can begin install. Cannot start before 11/1 and must be completed by

12/15.

Q: Sustainability documentation: SOW §§5–6 require sustainability certification documents and identify sustainability certification as an evaluation factor. Please identify the certification or other documentation the Government will accept to satisfy this requirement?

A: A sustainability certification document formally verifies that a product, service, or organization meets recognized environmental, social, and governance (ESG) standards.

Q: Artwork selections and licensing: Please confirm whether the images contained in the attached cutsheets are final selections or representative concepts. Should the contractor’s price include image sourcing, artist or reproduction licensing, image preparation, and proofs for

Government approval?

Q: Those images were reference only, price accordingly to match such pieces. Yes.

Q: Installation conditions: Please identify the applicable wall substrates, permitted attachment methods, loading and unloading conditions, , delivery access, Staging is available throughout the building and any restrictions on drilling,. Please also confirm whether installation may be completed during one continuous mobilization.

A: Sheetrock walls, using the 4 point standoff mount hardware required to hang the artwork that states in the SOW, Load and unload in front main entrance, will need lift gate or ramp, , I will be there daily from 11/9-12/15 to allow access, Staging is available throughout the building, restrictions on drilling, None. Yes.

Q:Comparable-project experience: SOW §7 requires experience on at least one VA or

Government major project “comparable with this project 500,000 SF” completed within the last three years. Please confirm whether 500,000 square feet is a strict minimum facility size or whether the Government will consider projects comparable in artwork quantity, complexity, healthcare setting, and scope.

A: Will consider alternate projects as long as it is in healthcare setting.

Q: Dimension tolerance: SOW §8 permits alternative images with dimensions differing by no more than two inches. Please confirm whether this dimensional tolerance applies only to alternative images or also permits alternate product panel sizes within two inches of the specified dimensions.

A: Applies to alternative images.
