About this opportunity

The Department of State Office of Acquisition Management, procuring on behalf of the U.S. Embassy Quito, Ecuador, seeks acquisition of nine vehicle types via firm fixed-price purchase order (RFQ 19GE5026Q0005), with quotations due June 17 at 1500 Central European Time and questions due April 3.

Place of performance is Ecuador (Quito and/or Guayaquil). The procurement is not set aside for small business. CLINs 002 and 004—two MAZDA BT-50 double-cab pickups each, manual and automatic transmission respectively—are brand-name-restricted to MAZDA; all other CLINs are full and open competition. Base requirements include three double cabin 4x4 manual transmission pickups (CLIN 001), one 15-passenger van (CLIN 003), two compact SUVs (CLIN 005), one single cabin 4x4 super-duty automatic pickup (CLIN 006), and one yellow sedan (CLIN 007). An optional CLIN provides three additional double cabin manual pickups. All vehicles must be new, model year 2025 or newer, meet Ecuadorian standards, and include parts and service availability in-country, with a minimum three-year warranty or 100,000 kilometers. Delivery is required within 180 calendar days of award on an F.O.B. Destination basis to Quito and/or Guayaquil, with all shipping and customs clearance costs included as DDP.

Quotations must include separate line items for Value Added Tax and delivery. Contractors with Ecuadorian VAT registration must disclose Output VAT separately for reimbursement; unregistered contractors must include all applicable taxes in base pricing. Payment occurs within 30 days of customs clearance and delivery acceptance. Evaluation uses best-value comparative methodology weighting technical compliance, past performance, and price. Submission requires two volumes: pricing (Excel) and technical response (Word or PDF, individually under 50 MB), submitted via email to Hakim Dyane at DyaneA@state.gov. NAICS 336110; PSC 2310.
