About this opportunity
The U.S. Department of State is soliciting quotations for bathroom restoration services through a Request for Quotations (RFQ) for facilities in Tokyo, Japan. The services encompass branch piping repair, replacement of deteriorated valves and fittings with polyethylene piping systems, and comprehensive bathroom refinishing work including installation of new bathtubs, lavatory cabinets, countertops, wall panels, and floor tiles across multiple residential units. The Department of State intends to award an indefinite-delivery, indefinite-quantity (IDIQ) contract to the lowest-priced, technically acceptable, responsible offeror based on initial quotations, though discussions may be held with companies in the competitive range if necessary. Key requirements include SAM registration prior to award, Japanese licensing and permits, proof of insurance coverage, a Site Safety and Health Plan, and maintenance of an on-site representative fluent in both English and Japanese. The quotation deadline is April 14, 2026, at 11:00 a.m. Japan Standard Time, with submissions required electronically to MitaMX@state.gov with a maximum email size of 15MB per transmission.
This procurement carries no set-aside designation and represents an IDIQ contract vehicle with a minimum guaranteed order of $50,000 across the five-year contract period and a maximum contract value not to exceed $345,000. The contract structure includes a 12-month base year with four optional one-year extensions, with task orders issued on an as-needed basis specifying location and work type with maximum allowable completion times ranging from 12 to 24 calendar days depending on pricing options selected. Performance will occur at the Mitsui Housing Compound in Tokyo, Japan, across multiple residential facilities including Perry, Harris, Sirota Gordon Towers, Temple, and Mitsui Townhouses. All work must be completed during standard business hours (08:30-17:30, Monday through Friday, excluding U.S. and Japanese holidays) within actively occupied residential spaces, requiring dust control measures and minimal disruption to residents. Quoters may submit pricing in either U.S. dollars for U.S. firms or Japanese Yen for non-U.S. firms, excluding Japanese consumption taxes, with a pre-quotation conference and organized site visit scheduled for March 31, 2026.
