About this file
This document is Amendment 0002 to Request for Quotations (RFQ) No. 19JA8026Q0019 for bathroom restoration services at the Mitsui Housing Compound in Tokyo, Japan, issued by the U.S. Embassy on April 7, 2026. The amendment provides Questions and Answers clarifications and revises pricing and technical sections. The solicitation is an indefinite-delivery, indefinite-quantity (IDIQ) contract with a base year plus four one-year options, guaranteeing a minimum order of $50,000 and establishing a maximum contract value of $345,000 across the five-year period.
The contractor must provide comprehensive bathroom renovation services including pipe replacement, bathtub installation, drywall restoration, fixtures, and finishes. Five pricing options are available: Option A-1 (unrenovated bathrooms with full pipe and bathroom renovation), Option A-2 (same as A-1 with complete vent pipe replacement for Mitsui Townhouses), Option B (bathroom renovation without pipe replacement), Option C (bathtub replacement only in renovated bathrooms), and Option D (full wall/ceiling board and insulation replacement). All work must comply with Japanese standards (JWWA, HASS, JIS) and local safety regulations. The contract specifies detailed technical requirements including use of government-furnished bathtubs (American Standard Princeton models) and drain sets (Kohler K-11660-CP), new polyethylene piping systems (ONDA Seisakusho header piping), and specific fixtures from manufacturers like TOTO and INAX. Maximum completion timeframes range from 12 to 24 calendar days depending on the option selected. Pricing is quoted in Japanese Yen, with the contractor responsible for all labor, materials, equipment, insurance, overhead, and profit, excluding Japanese consumption taxes. Work shall be performed during normal business hours (08:30-17:30, Monday-Friday) except Japanese/American holidays, with advance written approval required for any schedule changes.
