About this opportunity

The 119th Wing, North Dakota Air National Guard is procuring 24 acoustic wall panels to reduce reverberation time in two server-heavy, 24/7 operational workspaces. The panels must be 4 feet wide by 9 feet high by 24mm thick and meet stringent technical specifications including a minimum 0.85 Noise Reduction Coefficient (NRC) rating and ASTM E84 Class A flammability compliance. The procurement follows a "Brand Name or Equal" approach, requiring panels to either match a specified brand or demonstrate equivalent performance characteristics. Amendment 0002 clarified that panels may use either magnetic backing or cleat-style mounting systems such as Z-clips or French cleats, and corrected the required reverberation time (RT) value to 0.80 seconds. The government will award a firm fixed price contract to the lowest-priced, technically acceptable offeror with acceptable past performance, with quotes due by 5:00 P.M. Central Standard Time on September 26, 2025.

This solicitation is designated as a 100% Small Business Set-Aside under FAR Part 13 procedures and classified under NAICS code 339999 for All Other Miscellaneous Manufacturing. No incumbent contractors are identified in the available documentation, and no specific contract values or budget ranges are disclosed. The 24 acoustic panels are intended to reduce room reverberation time from approximately 2.0 seconds to 0.80 seconds in the targeted workspaces. Installation services are not required from the vendor, indicating the government will handle installation internally. Performance will occur at the 119th Wing facility in Fargo, North Dakota, though the contract notice lists the place of performance as North River, ND 58102.
