About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego has published a Notice of Intent to Award a Sole Source Contract to WASC Senior College & University Commission for the provision of institutional accreditation services. This special notice, posted on January 6, 2026, announces the government's intent to award a firm fixed price contract without competitive solicitation, citing FAR 13.106(1) authority that only one responsible source can satisfy the agency's requirements. The service requirement involves accreditation services for the Naval Postgraduate School, which has maintained accreditation status with WASC (Western Association of Schools and Colleges) since 1955. The estimated contract value is $21,120.00 for fiscal year 2026, and the anticipated award date is on or before February 30, 2026.
The objective of this sole source award is to maintain the Naval Postgraduate School's accredited status, which is critical to the institution's authority to award graduate degrees and fulfill its mission. Interested parties must submit capability statements by January 12, 2026, at 3:00 PM PST to Kyle.D.Westover.civ@us.navy.mil, with submissions limited to six pages (8.5 x 11 inches) in a minimum 10-point font that include management, technical, and cost information. While this notice invites capability statements from potential sources, the government has explicitly stated this is not a competitive solicitation and reserves the right to determine whether to conduct competitive procurement or proceed with the sole source award based on received responses. The justification for sole source award emphasizes that pursuing a new accreditor would require NPS to assume "seeking accreditation" status, which would jeopardize its current accredited standing and institutional viability. The applicable NAICS code is 611310 (Colleges, Universities, and Professional Schools), and the contract falls under the Education/Training—Certifications/Accreditations for Educational Institutions PSC category.
