About this file
This document is a Justification for Brand Name Sole Source for the Naval Postgraduate School (NPS), specifically for WASC (Western Association of Schools and Colleges) Accreditation Membership Dues. The requirement is for fiscal year 2026, with an estimated dollar value of $21,120.00 under Operations, Maintenance, and Navigation (OM&N) funding. The document highlights that NPS has been accredited by WSCUC since 1955 and has worked with them throughout the NPS Next transformation, with accreditation being critical to the institution's ability to award graduate degrees. The justification emphasizes that seeking a new accreditor would require a "seeking accreditation" status, risking NPS's accredited status and posing a potential threat to the institution's mission. The required delivery date is set for 12/1/2025, with the last accreditation contract lapsing on 7/1/2025, and the document is technically certified by Jennifer Barnhill on 11/25/2025.

Text4: WASC Accreditation Membership Dues.
Western Association of Schools and Colleges (WASC) is one of six regional associations that accredit public and private schools, colleges, and universities in the United States. The Western region covers institutions in California. This accreditation serves a dual purpose that continues the expectation that schools must be worthy of the trust placed in the university to provide high quality learning opportunities. Also that the university clearly demonstrates they are about the critical business of self-improvement.
Period of performance: upon award through 30 June 2026. Estimated cost $21,120.

| Text23: NPS has been accredited by WSCUC since 1955.They have worked with NPS throughout the NPS Next transformation, and accredited NPS for ten years in 2020. If NPS were to seek competition and possible change to a new accreditor, NPS would have to start with a "seeking accreditation" status as if the school had never been accredited. This process is both administratively burdensome and time consuming. Pursuing such a course would risk NPS' accredited status lapsing in violation of Title X. The benefits of pursuing another accreditor are minimal while the risk is unacceptably high. Losing accredited status would place NPS' entire academic mission at risk. |

| Text31: NPS contacted knowledgeable individuals in Government and industry regarding required capabilities, participated in interactive communication with industry, and conducted interchange meetings to involve potential suppliers early in the process. WSCUC is a vehicle to enhance the university's quality of education. Participating schools must meet rigorous, research-based, peer-reviewed standards that reflect the essential elements of a quality and effective university, but NPS must also be able to demonstrate engagement to WSCUC as well as capacity to provide continuous improvement throughout all aspects of campus operations. |
