About this opportunity
Naval Supply Systems Command seeks quotations for accessible void surveys and support services on USS New Orleans (LPD-18) at Sasebo, Japan, with quotes due September 8, 2026. Award will be made under an existing Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region; only firms holding current active MSRA/ABR agreements are eligible for award. Offerors without a current NAVSUP FLCY MSRA/ABR Agreement must submit a copy of their approved and active U.S. Navy MSRA/ABR Agreement as Prime Contractor with their proposal. Contractors located outside Japan must submit documentation demonstrating compliance with DFARS 252.225-7042. Non-MSRA/ABR holders may request an application by contacting flcy_msra_abr_group@us.navy.mil, though they are ineligible for award unless adequate time exists for Navy assessment and agreement execution without impacting vessel availability.
Place of performance is Sasebo, Nagasaki, Japan. Work spans three line items covering Level-I surveys of accessible voids using an Insertable Stalk Inspection System 360 (ISIS 360) unmanned entry system. Performance periods run from October 22, 2026 through January 30, 2027 (Items 0001 and 0002) and through July 30, 2027 (Item 0003), with performance completing January 30, 2028. Scope includes opening, ventilating, and conducting gas-free operations; submitting reports on manhole cover removals; installing new gaskets and fasteners; and cleaning and preserving surfaces. Government furnishes rubber sheets, bolts, cotton grommets, washers, nuts, and antiseize compound. Pricing must be submitted in Japanese Yen using the FY26 budget exchange rate of JPY 150.4415 per USD 1.00, with payment by electronic funds transfer. Quotations must include Japanese consumption tax exemption certification and comply with U.S.-Japan Status of Forces Agreement customs and tax procedures. Award will be made on a firm-fixed-price basis to the responsible offeror submitting the lowest total priced quotation.
