About this opportunity

Air Force Space Command is preparing to solicit upgrade and expansion services for a Hirsch Velocity physical access control system (PACS) at Cape Canaveral Space Force Station, with a solicitation anticipated by late July 2026 under a Total Small Business set-aside. The requirement covers replacement of sixteen existing contactless card readers with TS Contact Smart Card readers, installation of new access control infrastructure including an E Series enclosure and MX-1 controller at a SIPR room, on-site programming and technical support, and a three-year maintenance plan. All work must be completed within 90 days after order receipt at Buildings 1645 and 85125 in Cape Canaveral, Florida. The scope excludes new electrical circuits, conduit work, coring, fire stopping, patching, painting, and door modifications. Work must comply with Federal Identity, Credential, and Access Management (FICAM) and FIPS standards for Personal Identity Verification (PIV) authentication. The requirement is coded to NAICS 561621 (Security Systems Services) with a $25 million size standard. Air Force Space Command is conducting concurrent market research through a Sources Sought notice requiring capabilities packages by 12:00 PM Eastern on July 31, 2026, submitted to keona.franklin@spaceforce.mil and jeffrey.brawner.3@spaceforce.mil (RFQ FA2521-26-Q-B104). Respondents must be SAM-registered and provide company size, business status (8(a), HUBZone, SDVOSB, WOSB, EDWOSB), teaming arrangements, relevant government and commercial experience, and three past references. This market research will inform the final set-aside determination.
