Statement of Work - Contactless Card Readers

This Statement of Work addresses the upgrade and expansion of the Hirsch Velocity physical access control system (PACS) at Cape Canaveral Space Force Station (CCSFS). The project aims to enhance system reliability, security, and user functionality to address several deficiencies including high failure rates of existing proximity card readers due to Common Access Card (CAC) wireless antenna degradation, the need for a new card reader installation at a Secret Internet Protocol Router (SIPR) room, single-user login limitations requiring conversion to individual user accounts, integration of a customer-provided Lexmark CS632 printer, and application of current security firmware updates.

The scope comprises four primary tasks: (1) replacing sixteen (16) existing contactless card readers with TS Contact Smart Card (SC) Readers at various locations in Building 1645 and Building 85125; (2) installing a new E Series enclosure, MX-1 controller, two contact smart card readers (in/out), and 1600 Series electrified strike at door 236A in Building 1645, with CAT6 cabling connections to room 311A; (3) on-site programming and technical support including printer driver installation, creation of administrator accounts, security updates, software updates, and user training; and (4) provision of a three-year service maintenance plan covering annual preventative maintenance visits, telephone helpdesk support with 2-business day response, and parts and labor coverage. All work must be completed within 90 days after receipt of order. The contractor must ensure compliance with Federal Identity, Credential, and Access Management (FICAM) and FIPS standards for Personal Identity Verification (PIV) authentication. The place of performance is USSF 5 SLS/MSO at Cape Canaveral, Florida (Buildings 1645 and 85125). Exclusions include new 120VAC power circuits, conduit work, coring, fire stopping, patching, painting, and door/frame modifications, as existing infrastructure will be utilized.

Contactless Card Readers

Statement of Work (SOW)

16 July 2026

1.0 Background

The Hirsch Velocity physical access control system (PACS) at Cape Canaveral Space Force Station (CCSFS) requires modification/service to increase reliability and readiness. The current system has several deficiencies:

a) Existing proximity card readers have a high rate of failure due to Common Access Card (CAC) wireless antenna degradation

b) A Secret Internet Protocol Router (SIPR) room needs a card reader to be installed at the door and connected to the existing system for access, audit readiness, and tracking

c) The system has only a single functioning user login and needs separate logins for individual users for accountability

d) Customer-provided Lexmark CS632 printer on site and need it connected to the system to produce reports

e) Need current security firmware for the Velocity workstation and software

2.0 Objective

The objective of this project is to upgrade and expand the existing Hirsch Velocity PACS to enhance reliability, security, and user functionality. Requested work and quote items:

a) Remove and replace sixteen (16) existing card inside door and outside door proximity readers with contact/contactless (dual) card readers at various locations in Building 1645 and Building 85125

b) Install one single door card in and out contact/contactless (dual) reader and an electrified mortise strike on the door to room 236A in Building 1645

c) Connect the already purchased Lexmark CS632 printer and install any required drivers so it is fully functional with the existing standalone Hirsch/Velocity system for report printing

i. No external network required or authorized

ii. This is a closed-loop system

d) Provide administrator training on:

i. Creating and managing user accounts

ii. Setting up additional accounts as needed

iii. Apply current security firmware updates to the Velocity workstation and associated software

3.0 Scope of Work

The contractor shall provide all necessary hardware, materials, and labor to perform the following tasks:

Task 1: PACS Contact Reader Upgrade

1.1 Contractor will provide and install sixteen (16) Contact/Contactless Card Readers to replace the existing sixteen (16) Contactless Card Readers that are part of the Hirsch Velocity access control system at CCSFS.

a) TS Contact Smart Card (SC) Readers (ex. 8116ABPR000).

1.2 The contractor shall ensure all new equipment and materials are compatible with the existing Hirsch system.

1.3 The Contractor will program and test each card reader for proper operation.

1.4 The Contractor shall provide configuration information for facility documentation.

1.5 The Contractor will dispose of or recycle the card readers as the Contractor determines appropriate.

a) The card readers are static devices and do not hold memory.

1.6 Existing cabling, door controllers, power supplies, locks, systems and infrastructure will be utilized in completion of this Scope.

1.7 The access control system shall be compatible with the existing system that electronically identifies and keeps a record of which individuals access the room via proximity cards and when (date and time) they enter and exit.

1.8 The user shall be able to electronically assign/revoke proximity cards for access from the existing workstation located in the Mission Assurance Data Room – Bldg 85125 Rm 210.

1.9 The user shall be able to electronically assign/revoke access to Engineering Launch Support System areas (individual or multiple locations) via a single proximity card based upon each authorized user’s access requirements.

1.10 The door strike shall release and allow entry when an authorized user presents their proximity card. All doors must remain secure until authorized user(s) are entering/exiting the area. The door strike shall remain in the locked position in the event of a power failure and when power is reapplied. The existing door handles shall remain and have a key override in the event of power failure. Should any door handles require replacement, they shall be keyed to accept the facility master key.

1.11 The access control system shall allow for multiple users to access the room by allowing them to swipe/tap their card consecutively while keeping a log of all individuals.

1.12 The Contractor will ensure the contact/contactless readers are configured to comply with the latest Federal Identity, Credential, and Access Management (FICAM) and FIPS standards for Personal Identity Verification (PIV) authentication.

Task 2: Building 1645 Card Reader Addition

2.0 Contractor will provide and install a new (E Series) painted, steel, locking enclosure, power supply, and backup batteries within room 236A. Existing 120VAC power receptacle will be utilized to provide primary power.

2.1 Contractor will provide and install a new MX-1 single door controller within room 236A, which will provide the necessary logic, inputs, outputs, and network connection to the PACS server.

2.2 Contractor will connect CAT6 cabling from the MX-1 to the nearest Security network media converter/switch, located in room 311A.
