About this opportunity
The Department of the Air Force Reserve Command is seeking a contractor to furnish, install, and commission five new access control doors at the 94th Aeromedical Staging Training Squadron (Building 550) at Dobbins Air Reserve Base in Georgia. The contractor must provide a complete turnkey access control system utilizing the Avigilon Unity system or an approved equivalent that facilitates 24-hour access for authorized personnel using Common Access Cards (CAC) or other approved credentials. The system must support 500-1,000 registered users, operate offline, maintain audit trails of access attempts, and comply with Platform Information Technology (PIT) requirements. The solicitation uses a lowest price technically acceptable (LPTA) evaluation methodology, where offers will be ranked by price and the two lowest-priced proposals will undergo technical evaluation across three subfactors: technical specifications, written narrative approach, and contractor qualifications. Proposals were due by 2:00 PM EDT on September 19, 2025, with the solicitation originally posted on September 9, 2025.
This procurement is designated as a 100% small business set-aside under NAICS code 561621 for Security Systems Services. The contract is structured as a firm fixed-price arrangement with a 120-calendar day period of performance following award. The contractor must provide one year of software licensing, a three-year equipment warranty, and on-site training for five Air Force personnel on system operation and administration. Work will be performed at the 94 ASTS facility in Building 550 at Dobbins Air Reserve Base in Marietta, Georgia. The solicitation does not identify any incumbent contractors or specific budget ranges, though it requires compliance with prevailing wage determinations and includes detailed technical specifications for the access control system components including proximity card readers, electronic strikes, door contacts, and request-to-exit devices.
