About this file
This Statement of Work (SOW) details the requirements for installing five new access control doors at the 94th Aerospace Support and Test Squadron (94 ASTS) in Building 550 at Dobbins Air Reserve Base. The project involves furnishing and installing a complete access control system using Avigilon Unity or an approved equivalent, with components including access control panels, proximity card readers, request-to-exit devices, electronic strikes, and door contacts. The system must be compatible with Common Access Cards (CACs), support 500-1,000 registered users, operate offline, and meet Platform Information Technology (PIT) compliance requirements.
Key technical specifications include CAC authentication, alternative credential support, and seamless system integration. The contractor must provide one year of software licensing, a three-year equipment warranty, and on-site training for five personnel on system operation and administration. Installation requirements mandate adherence to base security regulations, fire safety codes, and base engineering approvals. The contractor's proposal must include a detailed system description, project plan, itemized cost breakdown, licensing proof, base access plan, and training strategy. The performance location is 94 ASTS (Building 550) at Dobbins Air Reserve Base, with the period of performance to be negotiated after contract award.

1.0 Introduction
This Statement of Work (SOW) defines the requirements for the Contractor to furnish all labor, materials, equipment, and services necessary to provide and install five (5) new access control doors at the 94 ASTS (Building 550), Dobbins Air Reserve Base (DARB). The Contractor will utilize the Avigilon Unity access control system or a similar system approved by the Contracting Officer.
The system shall facilitate 24-hours access for authorized personnel using their Common Access Card (CAC) or other approved credentials.
1.1 Objective
The objective of this project is to provide a secure and reliable access control system for the 94 ASTS medical staff, enabling authorized personnel to access the facility during non-staffed hours. Access shall be granted through scanning a CAC or other authorized credential against a proximity card reader, which will authenticate the user against the access control system. The system will maintain an audit trail of access attempts and granted entries.
1.2 Scope of Work
The Contractor shall furnish and install the following components for each of the five (5) access control doors:
• Access Control Panel (compatible with Avigilon Unity or approved equivalent)
• Proximity Card Reader (HID Signo 20K PIV or approved equivalent)
• Request to Exit (REX) Device (T.REX-XL or approved equivalent)
• Electronic Strike (HES 9600 or approved equivalent)
• Door Contact (195-12-BL or approved equivalent)
• Multi-pair cabling (as needed)
• Necessary power supplies and surge protection.
1.3 Technical Requirements

• Alternative Credentials: The system shall support alternative credentials for individuals not possessing a CAC, as approved by the Contracting Officer.
• Offline Operation: The access control system shall operate independently and not require an internet connection for functionality.
• PIT Compliance: The system shall be registered and approved as a Platform Information Technology (PIT). The Contractor is responsible for providing all required documentation and implementing any necessary changes to achieve an Authority to Operate (ATO) as a
PIT.
• User Capacity: The system shall be capable of storing a minimum of 500 and a maximum of 1,000 registered users.
• System Integration: The Contractor shall ensure seamless integration of all access control components.
• UPS: The Contractor shall determine the need for and provide cost estimates for a dedicated Uninterruptible Power Supply (UPS) for the access control system, as the existing UPS capacity is not assumed to be sufficient.
1.4 Installation Requirements
• Base Access: The Contractor shall obtain all necessary base access credentials for personnel performing the installation.
• Local Pathways: Existing local pathways at each door location shall be utilized for cabling and wiring.
• Fire Caulking: All wall penetrations shall be fire caulked according to applicable fire codes and standards.
• Base Code Compliance: All building alterations shall meet base code requirements and be approved by the base civil engineering office prior to commencement of work.
1.5 Licensing and Warranty
• Licensing: The Contractor shall provide one (1) year of licensing for the access control system software and any associated services.
• Warranty: The Contractor shall provide a three (3) year warranty on all installed equipment, components, and labor.
