About this opportunity
The Federal Aviation Administration intends to solicit conversion kits for Air Traffic Control Beacon Interrogator (ATCBI-5) modifications at Airport Surveillance Radar Model 8 (ASR-8) facilities, with a pre-solicitation response deadline of August 4, 2026. This procurement is set aside for total small business.
The kits support the Brand-New Air Traffic Control System (BNATCS) implementation under the Radar System Replacement (RSR) Program. Existing rotary joints at ASR-8/ATCBI-5 sites lack sufficient signal paths for RSR architecture integration and must be converted to Mode Select Beacon System (Mode-S) configuration using a kit developed by AJW-1433, which adds an additional signal path for encoder compatibility.
The Statement of Work establishes two contract line items: CLIN 001 for one first article unit and CLIN 002 as an option to purchase up to thirty production units following first article approval. The contractor must fabricate and deliver kits per the Parts List specification, which calls for RF transmission components, connectors, cabling, surge protection equipment, and encoder cabling. Approved manufacturers include Amphenol, Pasternack, Corsair, Alpha Wire, and Andrew; approved distributors include Tessco, Mouser, and DigiKey.
The first article unit must be delivered no later than 90 days after receipt of order. The FAA has 30 days to accept or reject it based on visual inspection for conformance to the parts list. Upon first article approval, production units must be delivered no later than 180 days after notification of approval. Brandon Brumley, AJW-L910 (Radar Technical and Program Support Branch), is the Contracting Officer's Representative.
Notice text
The Federal Aviation Administration (FAA) has identified a requirement to procure conversion kits to support modifications to the Air Traffic Control Beacon Interrogator (ATCBI-5) configuration at Airport Surveillance Radar Model 8 (ASR-8) facilities as part of the Brand-New Air Traffic Control System (BNATCS) implementation under the Radar System Replacement (RSR) Program.
The rotary joints currently installed at ASR-8/ATCBI-5 sites do not provide the number of signal paths required to support integration with the RSR architecture. To achieve compatibility, the existing rotary joints must be converted to the configuration utilized at ASR-8 sites equipped with the Mode Select Beacon System (Mode-S). This conversion requires the installation of a kit developed by AJW-1433, which adds an additional signal path to accommodate the encoders used in the ASR-8 rotary joint.
