About this file

This is a Statement of Work (SOW) for the procurement of ATCBI-5 Encoder Modification Kits by the Federal Aviation Administration (FAA).

The FAA requires conversion kits to modify Air Traffic Control Beacon Interrogator (ATCBI-5) configurations at Airport Surveillance Radar Model 8 (ASR-8) facilities as part of the Brand-New Air Traffic Control System (BNATCS) implementation under the Radar System Replacement (RSR) Program. The existing rotary joints at ASR-8/ATCBI-5 sites lack sufficient signal paths for RSR architecture integration and must be converted to match the Mode-S configuration using a kit developed by AJW-1433. The contract comprises two contract line items (CLINs): CLIN 001 for one first article unit and CLIN 002 as an option to purchase up to thirty production units following first article approval. The contractor must furnish all labor, facilities, equipment, and materials to fabricate and deliver the kits according to specifications listed in Attachment 1 – Parts List. The first article unit must be delivered no later than 90 days after receipt of order, with the FAA having 30 days to accept or reject it based on visual inspection for conformance to the parts list. Upon first article approval, the contractor becomes an approved source; production units must be delivered no later than 180 days after notification of approval. Preservation, packaging, and packing shall comply with Provision 61. The Contracting Officer's Representative is Brandon Brumley, AJW-L910, Radar Technical and Program Support Branch.

STATEMENT OF WORK

Procurement of ATCBI-5 Encoder Modification Kit

1. BACKGROUND

The Federal Aviation Administration (FAA) has identified a requirement to procure conversion kits to support modifications to the Air Traffic Control Beacon Interrogator (ATCBI-5) configuration at Airport Surveillance Radar Model 8 (ASR-8) facilities as part of the Brand-New Air Traffic Control System (BNATCS) implementation under the Radar System Replacement (RSR) Program.

The rotary joints currently installed at ASR-8/ATCBI-5 sites do not provide the number of signal paths required to support integration with the RSR architecture. To achieve compatibility, the existing rotary joints must be converted to the configuration utilized at ASR-8 sites equipped with the Mode Select Beacon System (Mode-S). This conversion requires the installation of a kit developed by AJW-1433, which adds an additional signal path to accommodate the encoders used in the ASR-8 rotary joint.
