About this opportunity

The Federal Aviation Administration is preparing to procure conversion kits for Airport Surveillance Radar Model 8 (ASR-8) facilities under the Radar System Replacement Program, with a pre-solicitation response due August 3, 2026. This procurement is set aside for total small business.

The kits enable modifications to Air Traffic Control Beacon Interrogator (ATCBI-5) rotary joints at ASR-8 sites to support integration with the Brand-New Air Traffic Control System (BNATCS) architecture. The conversion adds an additional signal path to accommodate Weather Signal transmission, aligning existing ASR-8/ATCBI-5 installations with Mode Select Beacon System (Mode-S) configurations. The kit design was developed per specification AJW-1433 and consists of six component line items including Heliax 1/2" LDF4-50A upper cable, upper cable connectors, AVA male and female connectors, lower cable, and surge arrestors for 0–3 GHz frequency range, with primary manufacturers including Andrew Corporation and Amphenol Corporation.

The contract structure comprises CLIN 001 for one first article unit with delivery required no later than 90 days after receipt of order, followed by CLIN 002 as an option to purchase up to 39 production units. The FAA will conduct visual inspection of the first article unit within 30 days; following approval, the contractor becomes an approved source for production units, with all 39 units required no later than 180 days after first article approval. All preservation, packaging, and packing must comply with Provision 61. The Contracting Officer's Representative is Brandon Brumley of the Radar Technical and Program Support Branch.

Notice text

The Federal Aviation Administration (FAA) has identified a requirement to procure conversion kits to support modifications to the Air Traffic Control Beacon Interrogator (ATCBI-5) configuration at Airport Surveillance Radar Model 8 (ASR-8) facilities as part of the Brand-New Air Traffic Control System (BNATCS) implementation under the Radar System Replacement (RSR) Program.
The rotary joints currently installed at ASR-8/ATCBI-5 sites do not provide the number of signal paths required to support integration with the RSR architecture. To achieve compatibility, the existing rotary joints must be converted to the configuration utilized at ASR-8 sites equipped with the Mode Select Beacon System (Mode-S). This conversion requires the installation of a kit developed by AJW-1433, which adds an additional signal path to accommodate Weather Signal transmission through the rotary joint.
