About this opportunity

The Food and Drug Administration's Office of Acquisition and Grant Services has issued a Special Notice for maintenance services of ABI 7500 Fast Real-Time PCR Systems at their Arkansas Human Food Laboratory in Jefferson, Arkansas. This is a sole source procurement seeking a firm-fixed-price contract for preventative maintenance and service of six ABI 7500 Fast systems used for high-throughput screening of pathogens in food samples. The contract structure includes a base year from September 1, 2025 to August 31, 2026, with four additional one-year option periods that could extend the total contract duration to five years. The total estimated contract value is $232,357.32, and the procurement falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. This solicitation is designated for small business participation with a size standard of $34 million.

The primary objective of this procurement is to ensure continuous operation of critical laboratory equipment used for molecular screening of high-risk pathogens including Hepatitis A, Norovirus, E. coli O157:H7, and Salmonella. Contractors must submit quotes by August 26, 2025 at 10:00 AM ET and must provide proof of current certification from Thermo Fisher Scientific to perform maintenance on these systems. The contract requires OEM-certified technicians to perform annual preventative maintenance, calibration, remedial repairs using original manufacturer parts, and provide unlimited phone support with a guaranteed 3-business-day response time for repairs. All consumables used during maintenance must be Thermo Fisher Scientific products, and the contractor must provide certification reports after each preventative maintenance or repair service. The evaluation will follow the Lowest Price Technically Acceptable method, with technical capability weighted more heavily than price, and the government reserves the right to award without discussions using simplified acquisition procedures.

Notice text

The contractor shall provide on-site recertification and annual preventative maintenance, calibration, and prompt repair(s) if needed as well as a certification report after each PM and/or repair. Service shall be provided by an engineer from Original Equipment Manufacturer (OEM) as described in this Statement of Work (SOW). The maintenance service of the six (6) ABI 7500 Fast systems will occur over a base year plus four, one (1) year option periods.
